At 0755 Mr. Lubenau SP (in PA-DER Marrisburg) called SP and said th'at no waste water was oeing discharged into the river, but that dumping would commence at 1C00 if Maryland was in agreement. It was indicated that the Pennsylvania State Bureau of Water Quality Control would meet with NRC at 1000 and would concur w.th the discharge at that meeting. At 0850 Mr. Lubenau SP (Harrisburg) informed SP that the Susequehanna River Basin Commission is coordinating the necessary approval for the discharge, and This the Maryland should contact that agency with its approval.

At 0940 SP called Maryland officials and Informed them that unless Maryland approval was forthcoming and dumping started, the waste water tanks would be filled by 1100. Shortly thereaf ter, Maryland of ficials called back on a conference call and said they had called the Pennysivania representative to the Susquehanna River Basin Commission who knew nothing about the discharge.
SP called Mr. Lubenau in the PA-0ER at 1030 and attempted to straighten out this matter.
Mr. Lubenau said that Mr. Nelson of Maryland called Mr. Boardman of Pennsylvania to act for it (Maryland) as long as the activities were below MPC values. Also, the Maryland and Pennsylvania water quality people had exchanged telephone numbers and were now in contact with each other.
Mr. Lutenau stated that TMI is aware of the Pennsylvania approval for discharge.

Environmental Samoling by State of Pennsylvania.
Environmental sampling by Penna-DER appeared to have gotten of to a slow start on 3/28 and 3/29.
NRC-SP, in the NRC Operations Center, had
, difficulty getting sample analyses. The PA-DER sampling and analysis operation ~appgred to have difficulty getting organized. PA-DER was not always able to give times of samplings and locations where samples were taken.
It seemed to SP representatives in the NRC Operations Center that PA-DER needed help. SP log shows that NRC-SP encouraged FCA-BRP (CHEW) and EPA-ORP to call the State and offer th+ir assistance in a s, sportive way.
This was done early in the morning of 3/29/79. Later in the mornig of 3/29/79, PA-DER indicated that they tad not taken up offer of assistance f rom these twe Federal agencies.

NRC Recommendation to PEMA to evacuate during the plant gaseous release on 3/30/79, 1
At about 0917 on Friday, 3/20/79, NRC-SP representative in 'IRC Operations Center called the Pennsylvania Emergency Management Agency (PEMA) Director and transmitted an NRC recommendatirn from NRC management in the Operations Center. Recommendation was to evacuate towns close to site and out to 10 miles in direction of plume. PEMA Director indicated he would start with a 5 mile ev_:uation first and look to 10 miles if necessary. Shortly af ter this time, SP representative received call from PA-DER that this recommendation was not valid since plant had informed them that release was relatively short and radiation levels over the plant release point were less than originally reported (1200 mr/hr). This recommendation was later rescinced by contact between the NRC Chairman and the Governor of Pennsy!vania, and the subsequent evacuation reccmmendation issued by the Governor was for a 5 mile evacuation of pregnant women and pre school children and the closing of about 23 schools within the 5 mile radius af the plant.

Chrcnolecy of events on industrial waste water discosal as known by SP:
e At 2250, 4/3/79, the State of Maryland (Rad. Health) asked a series of questio7s regarding the industrial waste discharge. 4The answers were provided by SP to a Mr. Trump at 0010 on 4/4/79. A/0035on4/4/79, Mr. Vaden of SP (stationed at Harrisburg) reported the licensee planned to start dumping early in the morning.
At 0510 and again at 0725 SP called Maryland and asked if they agreed with the dumping of the water (based on the answers to the questions they had asked).
Mr. Trumo indicated he was satisfied but that he would have Mr. Corcoran call in the scening.
