SCHEDULE FOR THE RADIOLOGICAL SAFETY REVIEW 0F NEW HAVEN 1 AND 2 This letter is in regard to the establishment of a schedule for our radio-logical safety review of your application for construction permits for New Haven 1 and 2 located at the New Haven sita in the County of Oswego, State of New York.

We have evaluated our workload, and based on this evaluation we estimate the Prospective Decision Date to be July 8,1981. A su=ary of the more important milestones is provided as an enclosure for your in-formation and review, based on the information available at this time.

It should be realized that the enclosed dates are target milestones which may require some changes as the review process proceeds.

While we will not formally inform you, by letter, of minor changes to the schedule, we will confirm, in writing, significant changes to the scnedule.

During the course of the review we will inform you as early as possible of areas of design and analysis that do not meet our requirements and the latest cate on which new inforntion is required to avoid a schedule delay.

To avoid carrying outstanding items into the Safety Evaluation Report (SER),

we intend to complete all necessary actions on them prior to SER preparation.

If this cannot be done in a timely fashicn the schedule may need to be slipoed to permit us to consider the necessity of specifically handli"g the outstanding items in the hearing as centested matters.

In this event we would utilize the Commission's discovery procedures to obtain the additional information we need.

If this process is required, we would hope to complete it well in advance of the SER publication.

Any matters of disagree ent or areas of uncertainty which mig"t arise during tnc review of your application should be discussed promptly with tne licensing project manager.

If he cannot resolve then himself he will arrange for a meeting with appropriate management to discuss tnem.

This will avoid ;n-necessary schedule delays.

Kini.igh Many of the milestones of the staff review requi e specific input, prep-aration, or participation from you, such as responses to questions, site visits, ACRS meetings and responses to puolic and agency comments. For this reason, we believe that you should critically review the dates associated with these important milestones and advise us as to whether you believe the dates are realistic or should be adjusted. After you have reviewed these milestones and associated dates, I suggest that a represent:tive of your corporate organization telephone Mr. Robert Capra, the Licer sing Project Manager for the New Haven 1 ano 2 review, to discuss tne schedule. Mr. Capra may be reached at (301) 492-7896. This discussion should be scheduled sometime within the next two weeks. Your letter dated April 5,1979, advised us that the scheduled commercial operating dates for New Haven 1 and 2 have changed from 1991 and 1993 to 1992 and 1994, respectively. It is cur understanding that you continue to desire an ASLG decision on your application for New Haven 1 and 2 in mid-1981. An agreement betw2en New York and NRC for preparation of parts of the environmen+al statement was executed on April 6,1979. The environmental review schedule is being developed and will be the subject of separate correspondence.
