Docket Nos. STN 50-596 STN 50-597 Mr. A. E. Kintigh Vice President-Generation New York State Electric & Gas Corporation 4500 Vestal Parkway East Binghamton, New York 13902

Dear Mr. Kintigh:

As a result of our continuing environmental review of the application for the proposed New Haven Nuclear Station, Unit Nos. 1 and 2, we have found additicaal areas where information is required. The enclosed questions were developed as a result of our review of your analysis of the cooling tower and thermal discharges from the Station.

It would be helpful if these specific questions could be addressed at the initial meeting at the time of the site visit on May 7,1979.. In addition, it is felt that a short presentation on each of the alternative sites at this initial meeting would be appropriate. This would help the NRC reviewers in placing the New Haven site in proper perspective. A more detailed agenda for the sitt visit, beginning May 7,1979, is now being worked out.in conjunction with the NYSEG staff and the New York State Public Service Commi:sion. This agenda will be sent to you as soon as it is fully developee.

It is suggested that responses to these questicns, and any others still pr ng, be formally addressed in an amendment to the Environmental Report af., the concl" ' a of the site visit. This will allow you to include responses to an. questions that may be generated during the site visit in your next amendment to the Environmental Report.

If it is necessary to obtain further clarification of this request, please contact Donald E. Sells, the Environmental Project Manager (301) 492-8445.

Provide any updated data since 1964.

2.

Provide the cooling tower design curve, i.e. the cold water temperature as a function of wet bulb temperature and relative humidity.

3.

What is the exact distance between the centers of the natural draft cooling towers? How is plume merging treated in the plume rise and drift deposition models?

4.

What are the criteria for plume visibility used in the_ plume model?

5.

Present available validation for the plume, drift, fogging, and icing models.

6.

In which specific areas of calculation are cloud cover, visibility, ceiling height, and precipitation used?

7.

What is the reference for the table of values of p in Eq. (6.1-38) on page 6.1-59?

8.

What is the reason for using 3 cycles of concentration in drift calcu-lations instead of the more critical 6 cycles of concentration?
