'iew York State Electric and Gas Corporation (NYSE&G) and Long Island Lighting Company (LILCO), (the applicants), docketed the New Haven 1 & 2 application and Preliminary Safety Analysis Report (PSAR) on December 23, 197E.

This application has been docketed under the reference system concept of the Cormiission's standardization policy and represents the first application referencing a standard NSSS and st andard BOP.

The application references the Combustion Engineering Standard Safety Analysis Report (CESSAR System 80) for the Nuclear Steam Supply System and the Stone and Webster Engineering Corporation Standard Safety Analysis Report (SWE;SAR-P1) for the Baiance of Plant.

The reference system concept has been a ;ered on this application by the applicants taking exceptions to the CESSAR PDA and incorporating several amendments to SWESSAR-P1, which were issued subsequent to the SWESSAR-P1 PDA. Details of these technical problems are discussed below.

3M Harold :. Denton Using the docket date as a starting point, the enclosed schedule provides for the issuance of the SER in 20 months, the SER Supplement in 25 months, and the PDD in 30 months.

The scheduled PDD of July 8,1981 is 14 weeks later than the applicants' desired constructicn permit issuance date of April 1,1981.

However, the applicants do not plan to start construction at the site until April 1983.

Based on four technical review branches being inpactec, it was not possible to develop a schedule which would meet the applicants' desired CP date.

The New Haven review schedule could be impacted by three potential technical problems, two of which were mentioned above.

First, the ICSB portion of the review could be difficult. The t;ew Haven Instrumentation and Control System (I&C) references the standard CESSAR design except as modified in the Yellow Creek PSAR (solid state reactor protection system, plant monitoring system, and solid state component control system) plus two additional exceptions of its own (primarily a repackaging of the protectic:. system electrcnics and the reactor trip switchgear).

Two meetings have been held with the applicants to discuss this portion of the review.

It appears that most prcblem areas have been identified as a result of the two meetings; however, additional ccmplications could surface during the detailed review.

Second, the hew Haven application references SWESSAR-P1 through amendment number 39.

The SWESSAR-Pl PDA was issued to include only amendments 1 through 28.

Efforts are underway to determine the magnitude of reviewing those arendments. Third, the Hydrology Section of the HMB recommend rejecticn of the application as a result of its acceptance review.

Our acceptance review letter to hYSE&G contained a total of 28 questions in this area.

To date, responses have been received to only 13 questions end 7 of those responses are inadequate. Responses to the remaining 15 questions are scheduled to be received by Farch 29, 1979.

These three problem areas could lengthen the review schecule for one or more branches.

Environrental Projects indicates that the environmental review schedule has not yet been fully developed because an agreement between New York and NRC for preparation of parts of the environmental statement by New York is in tne process af being executed.

It is expected that this agreement will be signed by the parties by mid-April at which point a review schedule can be ;repared. At this time we anticipate that the FES should be issued by early to rri o-1980.
