APPENDIX A NOTICE OF VIOLATION Metropolitan Edison Company Docket No. 50-289 Based on the results of the NRC inspection conducted on July 19-21, 1978, it appears that one of your activities was not conducted in full compliance with your license. This is an infraction.
Appendix B to Facility Operating License DPR-50, Environmental Technical Specifications, Sections 5.5.1.h and 5.5.1.i require that procedures for the analysis of radioactive liquid and gaseous waste be prepared and followed. Three Mile Island Station Chemistry Procedure 1975, " Verification of Sample Representativeness and Accuracy - Effluents", requires that:
checks for changes in com-posite samples be performed twice per year, and quarterly duplicate samples be sent to an offsite laboratory for analysis.
Contrary to these requirements, no checks for changes in composite samples were made in 1977 and quarterly duplicate samples were not sent to an offsite laboratory in 1977 and in the first and second quarters of 1978.
