J. Kottan's inspection of TMI-1 and the resultant finding of one apparent infraction.

  • Three Mile Island Nuclear Station Unit 1 Docket No. 50-289 License No. DPR-50 Inspection No. 78-15 Item of Noncomoliance 78-15-01 Appendix B to Facility Operating License DPR-50, Environmental Technical Specifications, Sections 5.5.1.h and 5.5.1.1 require that procedures for the analysis of radioactive liquid and gaseous waste be prepared and followed.

Three Mile Island Station Chemistry Procedure 1973, " Verification of Sample Representativeness and Accuracy - Effluents", requires that: checks for changes in composite samples be performed twice per yeur, and quarterly duplicate samples be sent to an offsite laboratory for analysis.

Contrary to these requirements, no checks for changes in composite samples were made in 1977 and quarterly duplicate sa=ples were not sent to an offsite laboratory in 1977 and in the first and second quarters of 1978.

Response to Iten of Noncompliance Section 4.2.2 and Scction 4.2.3 of SCP 1973 give directions for performing the twice per year composite sample checks. As written, this task could not be easily scheduled or administratively controlled. The Chemistry Department will change the procedure to delete the requirement of starting "at the time of the first addition to a composite sample..."

By deleting this requirement, the task can be more easily scheduled via tue computer FM scheduling system without reducing the validity of the test.

Sections 4.4.1, 4.4.2 and 4.4.3 of SCP 1973, describe the requirements for of f-site Analytical Checks. Again, as written, the procedure requires specific samples to be used for this check and makes scheduling of the task very difficult.

The Chemistry Department will change the procedure to allow any duplicate effluent sample to be used for comparison of TMI lab results and offsite lab results and thus make it possible to utilize the computer FM scheduling system for assuring completion of the task solt'.y on the basis of the quarterly interval.

The schedule for full compliance is as follows:

To revise SCP 1973 by September 15, 1978.

2 To schedule alJ the sa=pling requirements of SCP 2973 by September 15, 1978.

3.

To perform tae semi-annual composite sample check analysis by December 15, 1978*.

4.

To perform the off-site analytical check analysis for the third quarter samples by October 20, 1978.

  • Analytical results f rom of f-site vendor will require an additional two months.
