April 24, 1979 MEMORA';DUh OF UNDERSTANDING:

SUB JECT : EXCHANGE OF ENVIRONMENTAL INFORMATION AND DATA AT THREE MILE ISLAND

.2-With several Federal Agencies involved in the collection of environment 51' data at Three Mile Island, it is recognized that all pertinent information cust be exchanged between the various agencies on a regular basis.

Further, it is especially important that data indicating significant levels of " ~

radioactivity in the, environment be transmitted to the NRC onsite on an ',[~,

expedited. bas,is,_in,, order that any appropriate modification of plant operations and/or other activities might be taken.

.m It is agreed thit the method of information exchange for priority

information will be by telephone notifications to the appropriate onsite agencies of significant environmental findings or changes in operation activities which may effect releases to the environment.

It is further agreed that a daily written su= mary of agency environ-mental data vill be delivered by each onsite agency to each other onsite agency prior to 5:00 p.m. each day.

The NRC agrees to make prompt distribution of this information to the other agencies.

All filters in "A" train of fuel handling building have been replaced.

One 2 in'ch hole was found in a IEPA filter and will

be replaced -prior to placing the train in service this morning.

' '[C In addition, work will be;.,m on r eplacing filters in the "B" train in the auxiliary building; the first 35 filters are currently being moved into position.

A planned. release to the river of the contents of the "A" waste evaporator condensate s,torage tank will begin about mid-moraing.

Preliminary information on the analysis of the latest reactor coolant sample sent to B&W Lynchburg was received.

No unexpected levels were reported.

4.

The recombiner was placed back in operation at 10 PM, 4/22/79. No explanation was given for the trip; the breakers were reset.

- As of 0500, 28 of the 90 filters in "B" train (auxiliary building) have been replaced.

Alternate pressurizer level correlation:

- one set of tdata has been taken with the Heise gage and transmitter starting at 0500 (4/23/79),. and ending at 0100 today.

Pressurizer level was variedffr5m 350 to 150 inches. Data between 320 and 300 inches was questionable so level will be brought up tc 350 and lowered again to obtain data.

Once data is obtained, they will analyze for possible correlation.

They have stated that they are getting "better" data than earlier.

- Although dead. weight tester has been installed, no estimated time for obtaining correlation via this method could be obtained.

At approximately 2230 the 8B neutralizer tank overflowed and ran into the auxiliary building sump; they were pumping frem miscellaneous waste hold-up tank at the t im e.

Readings at aux. vent increased for a short period up to 200-700 mR/hr.

AMS flight confirmed no measurable release.

Morning Report 4/25/79 1455 yesterday an operator-initiated turbine trip occurred because 1.

At of water impingement in the turbine e.nu steam lines.

during approved testing of the auxiliary feedwater system.

steam flow is through the turbine bypass. valves to the condenser. 3*h -

P'rimary" coolant' cold leg tempergtures increased over the subsequent " -

16 hr. period from 175 F to 222 F and the highest chermccouple reading increased from 270 F to 312 F.

A schedule for rolling the turbine, and blowing water out of steam lines is not expected until the morning management meeting.

All, charcoal TiTt'ers were replaced and the "B" train in the auxiliary

building was ytaced in. service at 0530 this morning.

3.

A primary coolant sample is scheduled to be drawn at approximately 0730.

Following a briefing of the Governor's of fic(

esterday, a press conference was held to outline the anticipat chedule for achieving long term cooling status and plant modificatior_, for TM1 2.
