PURPOSE AND SCOPE The purpose of this environmental standard review plan (ESRP) is to the staf f's analysis, evaluation, and balancing of the benefits and costs o, proposed project leading to a final decision as to the acceptability of the project (1) as proposed by the applicant or (2) as proposed by the applicant with modifica-tions recommended by the staff.

February 1979 The scope of the review directed by this plan includes construction aad operating benefits and costs. Where staff alternatives have been recommended to mitigate or avoid adverse environmental impacts, the reviewer of this section will anaiyze, evaluate, and balance the cnsts of each such alternative against the environmental improvements achieved to reach a decision as to disposition of the recommendation. The final balancing will be of the proposed plant design as requested by the applicant with the modifications deemed to be cost beneficial.
II.
REQUIRED DATA AND INFORMATION The part of the envircnmental review represented by this section of the envi-ronmental statement is the culmination of the entire review effort.
Thus, the information required by the reviewer to conduct this analysis will be full knowledge of the analysis conducted to support each individual section of the environmental review.
III.
ANALYSIS PROCEDURE This benefit-cost analysis must be conducted under the direction of those most knowledgeable of the entire project, the project manager, and the review team leader in concert with each individual reviewer.
As a part of the review of ES Section 10.4.1, the reviewer will have tabu-lated the benefits to be derived f rom the proposed project.
The benefits will be analyzed in terms of megawatt hours of electrical energy generated, megawatts of capacity, and less tangible benefits such as recreational or educational f acil-ities resulting from the proposed project.
The reviewer will also consider the benefits of the project as modified by staff recommendations that have not been adopted by the applicart.
As a part of the review of ES Section 10.4.2, the reviewer will have tabu-lated the environmental costs of the pre ject as proposed by the applicant, includ-ing all commitments made in the most recent amendments to the applicant's environ-mental report. This tabulation will include costs t'or each of the environmental impacts and other costs determined by the reviewer for ES Section 10.4.2.

February 1979 will also include the environmental costs of the project as modified by staff recommendations for measures and controls to mitigate adverse impacts that have not been adopted by the applicant. The following characteristics of each envi-ronmental cost will be considered in this analysis:
The environmental ef fect The impact expected, quantified possible The relative significance of the cost and impact as compared to similar resources available in the region, quantified if possible.
The reviewer will consider any environmentally preferable alternative identi-fied by the reviewers for ES Sections 9.1 and 9.2 (which if adopted by the staff would imply recommended denial of the application to construct a nuclear power plant), and will provide the benefit-cost analysis for these alternatives that determine if any may be considered as obviously superior tc the proposed 9

Similar assistance will be g!ver the reviewers for ES Section 9.3 in determining if any environmentally preferable alternative plant or transmission system component will have a benefit-cost balance that will warrant its being recommended as an alternative to the proposed component.

VALUATION The reviewer will reviet the tabulation of the staff's estimate of the envi-ronmental costs and benefits of the project as proposed by the applicant and estab-lish the reasonableness, accuracy, and completeness of the tabulation. This tabula-tion is the baseline from which the acceptability of costs and benefits of addi-tional requirements will be established. The reviewer will then review the modifi-cations oroposed by 'the staf f in terms of absolute and relative environmental improvement and absf ute and relative additional cost to the utility and community.
The environmental modifications and costs should be expressed in various 9
manners and units to ensure that the relative significance is expressed in the most useful perspective for decision making.

February 1979 of the reviewer in consultaticn with the individual reviewers recommending modifi-cations, the environmental improvements are determined to be cost beneficial, it will be so identified in the tabulation and recommended as conditions to be included in the summary and conclusions section of the environmental statement.
If the determination is made that an environmental improvement is not cost-beneficial, the affected sections of the environmental statement will be written to reflect this conclusion.
Af ter consider ng the benefit-cost aspects of the project, the reviewer will balance the benefits of the proposed project (tabulation of ES Section 10.4.1) against the total environmental costs (tabulation of ES Section 10.4.2) and reach a final conclusion as to the overall benefit-host balance of the project.
V.
INPUT TO THE ENVIRONMENTAL STATEMENT This section of the environmental statement will include a summary of the principal benefits and principal co'ts and, as appropriate, a discussion of the basis of the mare important modifiuations and alternatives that may be recommended.
The section will include a summary of the basis for accepting the prop o

summary table comparing benefits and costs may be orovided.
If the staff's benefit-cost balance of the proposed project is favorable, this section will conclude with a paragraph such as the following:
"The staf f concludes, on the basis of the assessments summarized in this environmental statement, that the construction and operation of the
, with modifications as recommended by the staff, are needed by the applicant's service area in the time frame projected, and will have accrued benefits that outweigh the economic, environmental, and social costs.

Environmental Standard Review Plans (ESRPs) are instructions for conducting the environmental review of applications fur nuclear power plant construction permits.
The plans were developed by the U. S. Nuclear Regulatory Comission, Office of Nuclear F2 actor Regulation for use by the NRC staff. The ESRPs may be used by others to: (1) i tentify the kinds of data and information needed by the staff, and (2) to review the manner in which the staff identifies and assesses environtrental impacts and determines their significance.
ESRPs tollow an ervironmental impact statement outline that will address the range of environmental factors and conditions expected for the majority of nuclear power plant applications.
Flexibility is provided to expand or contract the outline to account for site-specific conditions.
Each ESRP describes: (1) the purpose and scope of the review, (2) the data and information needed for the review, (3) the analysis procedure, (4) trie evaluation procedure, and (5) the information to be provided in the environmental impact statement.
Draft ESRPs were issued in 1977, and these final plans reflect staff consideration of all conTaents received.
