PURPOSE AND SCOPE The purpose of this environmental standard review plan (ESRP) is to direct the staff's preparation of a summary identification and description of the predicted adverse environmental impacts of plant or project construction and

February 1979 operation that cannot be avoided and for which no practical means of mitigation are available.

The scope of the review directed by this plan will include:

(1) a tabulation of impacts identified by the staff as being adverse, (2) organi-zation of these impacts by environmental categories, and (3) preparation of a summary describing the nature and magnitude of each category of impact.

The results of this review will be used (1) to provide a summary of those unavoidable adverse environmental impacts that will remain after all practical mitigation measures have been taken and (2) as an input to the final benefit-cost balancing of the project.

II.

REQUIRED DATA AND INFORMATION The kinds of data and information required will be limited to descriptions of those predicted adverse impacts of project construction and operation identi-fied by the reviewers of ES Sections 4 and 5.

Inputs will be required from the following ES section reviewers:

A.

Adverse Impacts of Construction (from the reviewer for ES Section 4.6).

The environmental review for this ES Section will include identification of adverse construction impacts and staf f-recommended mitigation actions.

B.

Adverse Impacts of Operation (from the reviewer for ES Section 5.10).

The environmental review for this ES Sectior. will include identification of adverse operational impacts and staf f-recommended mitigation actions.

III.

ANALYSIS PROCEDURE The reviewer's analysis and summary of adverse environmental impacts of construction and operation will be ba3ed on project design, construction, and operation (1) as proposed by the applicant and (2) that incorporates those o

February 1979 measures and controls identified and recommended by the staff to limit adverse impacts.

The reviewer will identi fy these impacts, organize them by environ-mental categories, and summarize each category for inclusion in the ES.

The following analysis procedure will be used:

A.

The reviewer will consult with the reviewers for ES Secticns 4.6 and 5.10, and will obtain from them a list.ing of adverse environmental impacts based both on the applicant's proposed project and on the project with staf f-recommended modi fications. The reviewer will organize these impacts as follows:

1.

Staff-identified adverse impacts of construction and operat.on based on the project as proposed by the applicant 2.

Staff recommended design modifications or modified procedures and practices to mitigate or avoid these impacts.

3.

Those unavoidable adverse impacts that remain after all practical means to avoid or mitigate the impact have been taken.

The reviewer will categorize the identified impacts according to the following format; 1.

Land-Use Impacts 2.

Hydrological and Water-Use Impacts 3.

Ecological Impacts a.

Terrestrial Impacts b.

Aquatic Impacts 4.

Socioeconomic Impacts 5.

Radiological Impacts 6.

Atmospheric and Meteorological Impacts The reviewer may further subdivide these categories into construction and opera-tional impacts if so desired.

C.

The reviewer will prepare a table summarizing the procedure fcilowed in Step A (above), identifying the ES section that provides details of the staf f analysis. The table will describe the nature and magnitude of the impact.

The reviewer will determine the time scale of each impact (e.g., 4-6 months during construction, throughout the plant lifetime, indefinitely), will identify (for subsequent use by the reviewer for ES Section 10.2) any impacts that result in irreversible and irretrievable commitment of resources, and will include (for the reviewer for ES Section 10.3) those impacts that are to be con-sidered short term or long term.

IV.

EVALUATION The following evaluation procedure will be used:

A.

The reviewer will consult with the appropriate ES Section 4 and 5 reviewers to ensure that adequate documentation, including applicant commit-ments to avoid adverse impacts, is available to support the staff conclusions with respect to the identification of each impact as adverse and to the unavail-ability of appropriate mitigating measures.

B.

The reviewer will ensure that each identified impact has been appio-priately categorized.

When a particular action or operation results in multiple impacts (e.g.,

access road construction and use may have impacts affecting land use, terrestrial ecology, and socioeconomics), the reviewer will ensure that the impacts are addressed in each appropriate category.

V.

INPUT TO THE ENVIRONMENTAL STATEMENT The reviewer's ma y o f impacts prepared as item C of Section III of this ESRP will be the E's input.

The input will usually consist of a brief introductory paragraph and a table of impacts as shown in Table 10.1-1.

The reviewer will provide the reviewer for ES Section 10.2 with a list of those unavoidable adverse impacts that result in irrevers-ible and irretrievable commitments of resources.

B.

Section 10.3.

The reviewer will provide t;1e reviewer for ES Sec-tion 10.3 with a list categorizing the unr.vidable adverse impacts of construc-tion and operation as short term or long term.

C.

Section 10.4.2.

The reviewer will provide the reviewer for ES Sec-tion 10.4.2 with a list of the unavoidable adverse impacts that are to be con-sidered in the overall benefit-cost balancing.
