PURPOSE AND SCOPE The purpose of this environmental standard review plen (ESRP) is to direct the staff's description of the applicant's powcr system as it presently exists, including both its service area and its regional relationships (e.g., power pool agreements, electrical transfer capabilities, diversity interchange agreements, wheeling contracts, etc. ).
The scope of the review directed by this plan will include a description of (1) the service area or areas, (2) the types of customers and major electrical load centers to be served by the proposed project, and (3) system factors that are unique to the applicant's power system.
This review will form the basis for Section 8.1 of the environmental statement and will provide input to ES Sec-tions 6. 2, 8. 3, and 8. 4.
II.
REQUIRED DATA AND INFORMATION The following data or information will usually be required:
A.
A map indicating the geographical and political boundaries of the service area.
The map should indicate major electrical load centers and major intertie transfer capabilities with neighboring utility systems.
B.
The current population and the number and types of customers in the service area.
C.
The percentage of electricity (in terms of total electrical energy) that the applicant supplies to each State in its service area.
Include percent-ages ive r esidential, commercial, and industrial customers.
D.
Identification of the power pool (if applicable) or alternative mutual-assistance arrangements in which the applicant is a participant and the commit-ments of its members in terms of reserve margin requirements, planning, and joint ownership of generating capacity.

The planning and coordinating functions of the appropriate electric reliability council.
F.
A map of the power pool (if applicable) and the electric reliability council region that identifies geographical boundaries and the Federal Power Commission's (FPC) power supply areas.
III.
ANALYSIS PROCEDURE The reviewer can obtain most of the required information for this analysis f rom Section 1 of the applicant's environmental report.
Supplementary informa-tion can be obtained from Moody's Utility Manual, the applicant's annual report, and data filed by the ap?licant with.he Federal Power Commissi(ni.
The reviewer will examine the geographical uiunda;ies of the applicant's service area, the power pool (if applicable), and the elect-ic reliability region of which the applicant is a part. Major electrical load centers should be identi-fied in the applicant's service area and indicated on the map of the service area.
These load cer.ters will be checked by examining FPC Form 12, Schedule 17, which provides similar information.
The current population and the number and types of customers in the service area will be examined. The reviewer will identify the major types of industry and commerce existing in the service area.
The reviewer will identify the electric reliability council region in which the applicant is a member and examine any power pool agreements in which the appli-cant may be a participant.
The reviewer will also examine the applicant's major power purchcses/ta'es with neighboring utility companies.
This information can be cbtained from FPC Form 12, Schedule 8.
Any wheeling or diversity interchange agreements will also be examined.
IV.
EVALUATION The reviewer will ensure that the information and data derived f rom the anal-ysis are adequate to serve as a basis for characterizing the applicant's service area and its regional relationships. The reviewer will identify any unusual features 8.1-3 10o "ouo u
February 1979 that affect subsequent evaluations of the need for power (e.g., large industrial customers, a noncontiguous service area). In such cases, the reviewer will ensure that these features will be accounted for and that they have been explained.
V.
INPUT TO THE ENVIRONMENTA8 STATEMENT The depth and extent of the input to the environmental statement will be governed by the complexity of the applicant's service area (s) and the numb'r of joint owners of the proposed facility.
The following information will usually be included:
A.
A brief introductory paragraph prior to ES Sections 8.1.1 and 8.1. 2 that provides the name(s) of the applicant (s), the percentage share of the pro-posed plant that each applicant will own, the station name, the number of generat-ing units proposed, the net electrical rating of each proposed unit, and the appli-cant's proposed month and year of initial commercial operation of each unit.
B.
ES Section 8.1.1 will include maps that indicate the geographical and political boundaries of the applicant's service area, the power pool (if appli-cable), and the appropriate electric reliability region.
The service area map will indicate electrical transfer capabilities between the applicant and neigh-boring utilities and also the major electrical load centers.
The population served by the ap,alicant should be stated along with the area of the system (in square miles).
Major types of customers should be identified and any atypical situations should be identified (e.g., an extremely large industrial customer).
The primary types of industry and commerce for the region should be identified.
C.
ES Section 8.1.2 will include a brief description of any power pool of which the applicant is a member and will identify the electric reliability coui cil to which the applicant belongs.
A brief discussion of any major existing or pro-posed power sales / purchases or diversity interchanges agreements within the region will be included in the ES.
If the applicant is a member of a power pool, a brief discussion should be presented regarding the legal commitments of the power pool members in terms of reserve margin requirements, planning, and sharing generating capacity.

A.
Section 8.2.
The reviewer will provide as input to ES Sec-tion 8.2 identification of any anomalies of the applicant's service area that may affect energy and peakload demand forecasts (e.g.,
an extremely large industrial customer).
B.
Section 8.3.
The reviewer will provide as input to ES Section 8.3 factors that may affect power supply such as diversity interchange agreements, wheeling arrangements, etc.
C.
Section 8.4.
The reviewer will provide as input to ES Section 8.4 power pooling agreements as they might impact reserve margin criteria.
D.
Section 9.1.1.
The reviewer will provide as input to ES Sec-tion 9.1.1 factors that might encourage or impede the possibility of purchasing O
electrical power rather than installing new generating capacity.
E.
Section 9.2.
The reviewer will provide as input to ES Section 9.2 identification of the geographical boundaries of the applicant's service area (s).
