I.

PURPOSE AND SCOPE The purpose of this environmental standard review plan (ESRP) is to direct the staff's identification and description of community characteristics in the 107 214

  • of the site, including the site vicinity and other areas likely to be affected by the construction, maintenance, and operation of the proposed plant and related facilities. The review will provide input to other reviews dealing with evaluation of plant construction and operating impacts on the identified communities.

The scope of the review directed by this plan will be guided by the magnitude and riature of the expected impacts of construction and operation of the proposed project and by those site-specific community characteristics that can be expected to be affected by these impacts.

These characteristics will be described in sufficient detail to permit a subsequent staff assessment and evaluation of the specific impacts.

II.

REQUIRED DATA AND INFORMATION The kinds of data and information required will be affected by site-and station-specific factors and the degree of detail will be modified according to the anticipated magnitude of the potential impact.

The following data or infor-mation will usually be required:

A.

, Economic Base 1.

Important regional industry by category, including e'ployment (from the ER and consultation with State and local officials) 2.

Size and nature of the heavy construction industry and construc-tion labor force within the region (from the ER)

  • For the purposes of this ESRP, the relevant region is limited to that area necessary to include social and economic base data for (1) the county in which the proposed plant would be located and (2) those specific portions of surround-ing counties and those urbanized areas (generally, up to 80 km from the station site) from which the construction work force would be principally drawn, or that would receive stresses to community services by a change of residence of con-struction workers.

Other social and economic impacts can generally be presumed to fall within the same area covered by this definition of the region.

Regional primary and secondary schools and higher insti-tutions, inciuding capacity and present percentage of utilization (from the ER and consultation with State agencies).

G.

Recreation:

Public and private recreational facilities and opportu-nities, including present and projected capacity and percentage of utilization (f rom the ER and consultation with State and local agencies).

Regional tax structure and distribution of the present revenues to each jurisdiction and district (from the ER and consultat ion with State agencies).

ANALYSIS PROCEDURE The reviewer's analysis of community characteristics will be closely linked with the impact assessment review described by the ESRPs for ES Sections 4 and 5 in order to establish the site-specific community characteristics that are most likely to be af fected. The reviewer will describe community characteristics for those communities within the region (see definition on page 2.5.2-2) expected to receive impacts. The reviewer will conduct an initial screening of the commu-nity structure and characteristics within an approx; mate 80-km radius of the site to make a preliminary determination of the potentially affected subregions and communities.

The fol'cwing factors should be included in this screening process to identify population influx:

Settlement patterns Labor force Transportation Housing availability Public services Econcmics.

Results of this initial screening will be discussed with the reviewers of ES Sections 4 and 5 in order to establish any other predicted construction or operating impacts that might affect results of the screening process.

Poten-tially impacted areas of the region and their associated communities v ill be described in the following terms.

(The extent and detail of the descriptions will be in proportion to the magnitude of the impacts anticipated and caly those terms necessary for subsequent impact evaluation need be used. )

EVALUATION The reviewer will ensure that the information is adequate to serve as a basis for assessment of the impacts on the local communities resulting from plant construction and operation.

V.

INPUT TO THE ENVIRONMENTAL STATEMENT The depth and extent cf the input to the environmental statement will be governed by the characteristics of the region in which the station is to be located and the potential socioeconomic impacts of plant construction and opera-tion. The following information vill be included:

The crocedures used to identify the selected regional and community characteristics A description of regiunal and community characteristics Other factors listed in the analysis section of this plan consistent with the guidance provided in that section.

The reviewer will provide inputs or ensure that inputs are made to the follow-ing ES Sections:
