1.1 INTRODUCTION

PURPOSE AND SCOPE The purpose of this environmental standard review plan (ESRP) is to direct the staff's preparation of a brief introductory description of the proposed project and the site location and identification of the applicant. The scope 107 133 7 907093094) 1.1-1

of the review directed by this plan will include identifying the applicant and other owners, specifying the site location and major features of the project, and summarizing the staff's procedures in conducting the environmental review.

II.

REQUIRED DATA AND INFORMATION The following data will usually be required:

A.

Full names of all organizations (e.g., utilities, municipalities) sharing ownership of the proposed project (from the ER).

B.

Name of the organization designated as the applicant.

This organ-ization will be the contact with NRC during the licensing process and will be responsible for construction and operation of the proposed project (from the ER).

C.

Site location with respect to nearby towns and natural features (from the ER).

D.

Number and type of reactors, highest anticipated gross thermal megawatt output, and net electrical output (from the ER).

E.

Cooling system description (intake type, heat dissipation type, discharge type, source of cooling water) (from the ER).

F.

Transmission system description (km of new rights-of-way, new towers or conductors on existing rights-of-way) (from the ER).

G.

Proposed dates for start of limited construction activity, start and completion of major construction activity, and start of commercial operation (from the ER).

ANALYSIS PROCEDURE The material to be reviewed is informational in nature and no specific analysis of the data is required. The reviewer will identify the plant owners, those organizations sharing ownership of the station location and major design features of the proposed project.

IV.

EVALUATION The reviewer will ensure that the information provided by the applicant is adequate to prepare an input to the environmental statement similar to that snown in Appendix A to this plan.

INPUT TO THE ENVIRONMENTAL STATEMENT Appendix A to this plan provides a sample format for ES Section 1.1.

In some circumstances the reviewer may need to prepare additional information to fully cover the subject material, e.g., multiple applicants, unusual siting, state-applicant relationships.

Appendix A to ESRP 1.1 February 1979 ENVIRONMENTAL STANDARD REVIEW PLAN FOR ES SECTION

1.1 INTRODUCTION

THE PROPOSED PROJECT APPENDIX A SAMPLE FORMAT FOR ES SECTION 1.1 Pursuant to the Atomic Energy Act, as amended, and the Commission's regulations in Title 10, Code of Federal Regulations, an application, with an accompanying Environmental Report, was filed by Rochester Gas and Electric Corporation (RG & E) and accepted for docketing on December 20, 1974.

A contract for the joint ownership of the proposed station was signed in Sep-tember 1975 by RG & E, Central Hudson Gas & Electric Corporation (CH), Orange and Rockland Utilities, Inc. (0 & R), and Niagara Mohawk Power Corporation (NM).

The shares to be owned by the participating utilities in the Sterling Nuclear Power Plant are RG & E 28%; CH 17%; 0 & R 33% and NM 22%.

RG & E will act as project manager on behalf of itself and the other applicants (hereinafter collectively referred to as the applicant) for a construction permit to build a pressurized-water nuclear reactor designated as the Sterling Dower Project (SPP) Nuclear Unit No. 1 (Docket No. STN 50-485),

which is designed for ultimate operation at 3425 megawatts thermal (MWt) with a nominal net e!ectrical output of 1150 MW.

Dissipation of waste heat is pro-posed to be accomplished by a once-through cooling system.

Water will be withdrawn from Lake Ontario through a submerged intake structure and returned to the lake through a shoreline surface discharge canal. The proposed station is to be located in Cayuga C9unty, New York, approximately 13 km (8 miles) SW of Oswego on the soeth shore of Lake Ontario.

About 16 km (10 miles) of new transmission line rights-of-way will be required to link the proposed station to existing transmissicn grids.

The applicant proposes start of site preparation and limited construction activities in 1978, full construction activities over the period 1979 to 1983, and start of commercial operation in 1984.

February 1979 The major documents used in the preparation of this statement were the applicant's Environmental Report (ER), Preliminary Safety Analysis Report (PSAR), and supplements thereto.

Independent calculations and sources of information were also used as a basis for the assessment of environmental impact.

In addition, some of the information was gained from a visit in January 1975 by the staff to the station site and surrounding areas. Although data from all of these sources were examined by the staff in making its assess-ments, only summaries of the most pertinent data are given in this statement.

To avoid repetition, the staff has provided references to the sources of detailed information, much of which is found in the applicant's Environmental Report.

As a part of its safety evaluation the Commission conducts a detailed evaluation of the applicant's plans and equipment for minimizing and controlling the release of radioactive materials under both normal operating conditions and potential accident conditions, including the effects of natural phenomena.

Inasmuch as these aspects are considered fully in other documents, only the salient features that bear directly on the anticinated environmental effects are repeated in this environmental statement.

Copies of this Draft Environmental Statement and the applicant's Environ-mental Report (ER) are available for public inspection at the Commission's Public Document Room, 1717 H Street N.W., Washington, D.C., and at the Oswego City Library,120 Second Street, Oswego, New York.
