,n the ope ra ting licenseea dis-cha rge regula tions, saaples ta ken to determine isotopic I-131 concentra tions and flow to ta lir.er rea di ngs, we a s su=e the t o ta l amount of I-131 discharge between 3/28/79 and 4/11/79 to he less than.5 curies of T-131 In order to forculate a basis of comparisen, we reviewed the Semi-Annual Effluent Reports for cal enda r y.ea r 1978 and detemined that the to tal 1-131 in wate.c ef fluents wa s less than
. 2 curies of I-131 prior to the meeting, I had a discussion with Mr. Pa t Delaney, the U.S. Conriiusicuer for the SRBC in order to de temine what type of in forca tlun 1 was to present at the meeting.
Mr. Delaney urged ute to keep my remarks brief and emphasize what the NRC position would be during the cleanup opera tion.

who wanted to be present during the disepsaion of the THI incident.
The incident was discussed by 3 people:

of Environ = ental Resources, Eureau of Water Quality Manage =ent; Mr. Bliss, EPA; and myself.
Mr. T.y on sphke firs t and luitia ted his rema rks by playing a six minute tape of Mr. Eisenhut's (NRC) testimony before Se na t o r Ha r t 's Comi t tee, which summarized the ini.tial events surrounding the Three Mile island incident.
He then described the water sampling efforts tha t have been in progress throughout the incident by the State of Pa., USEPA, and USGS.
He related the frequency and place of wa ter sampling.c.d that no detect.nle levels of radleactive iodine had been Cound in any of their sampl.ing.

I explained that we would ca re fully monitor the licenseca water quali ty measurement program and compare their results and those fot.nd by USEPA and the State of Pa. to assure that there wa s proper a greement amcos the va rious mea su rement ac tivities.
In conclusion, 1 emphasized tha t the licensee will be permitted to continue to make radioac t ive d ischa rge s to the river as long as they in accordance with the provisions of 10 CFR Fart 20 and the are technical spec ifica tions of the Me t Ed operatin3 Jicense.
I emphasized that the limits for discharge would be identical to those for normal operation.
Mr. Bliss spoke h"infly about the EPA sampling program.
He discussed where they were taking samples and the fact tha t the La s Vega s Wa ter Quality Labora tory wa s being used to evalua te the CPA sacples.
The cha irman thanked the three of us for speaklug und emphanized that the impac t on.the Susquehanna River and downstream S ta tes would be mini-mized during the cleanup phase since the NRC is requiring that all licensee discharges would remain in accordance with current Federal regulations and license provisions.
