TMI-2 ALARA PROGRAM 1.0 Introduction A program is established to provide a systematic basis for minimizing individuals and total per-sonnel radiation exposure.
2.0 Scope /Apolienbility The program applies to all elements of the recovery from che 3/28 TFI-2 reactor plant incident.
It is intended to encompass all organizations applied to this effort, and in the broadest sense, the general population.
It is comple=entary to existing Met-Ed health physics and radiation control procedures, and provides independent radiation engineering review.
3.0 Oreanization The ALARA organisation operates under the direction of CPUSC Generation Division and consists of operations, eagineering and planning functions.
It is composed of radiation engineering / health physics personnel from various supporting organizations.
4.0 Function The function of the ALARA organization is to acco=plish critical reviev of standard and emergency procedures and practices in effect or proposed and to make appropriate recor=endations and/or frpose appropriate requirements to minimize radiation exposure to personnel who perform or support the recovery operation.
The functions are outlined in further detail on Fig. 1.

5.2 The Met-Ed Health Physics group via Operations ALARA Engineer (s).
5.3 The G?USC engineering group (s) investigating recovery options (GPUSC Site Eng.-Near Term Analysis - (CSE/NEA) 5.4 other groups as required.
6.0 Imolementation The review functions 5411 be acco=plished by experienced radiation engineering and/or health physics personnel in accordance with review checklists.
As checklists are developed, they shall be incorporated by revision to this document.

- 1) All Met-Ed, TMI e=ployees will be issued their TMI Blue Badges on a per=anent basis during the week of April 9 - 13.
- 2) New personnel - access (unescorted) must receive the Basic HP II Traf nf ng before being issued a TMI Green Badge.
- 3) Personnel with Green Badges issued before April 10,1979, =mst receive Basic HP II Trnining or WP Training before 07:00 hours April 16, 1979, to be per=itted unescorted access to TMI.
Personnel who have worked at TMI since April 10, 1978, =ay have records at the Security Office, extensions 284 & 389 for the new Green Badge series issue.
