Based on the situaiion last night revolving around the licensee's changing of charcoal filters in Unit 2 while also scheduling HFR-219,

to be out at the sama tice, I reconnend that the procedures for these types of operations, which might effect effluents, include statencnts with regard to necessary monitoring requirements. My understcading is that Med-Ed was using an cpproved procedure (IaR) which did not speak to this.

The last gas sc=ple we cnalyzed from HFR-219 did not hcvc enough activity to be meaningful. This is apparently because the noble gas release rates hcve been reduced considerably. Thic would agree with A!*S data. Another consideration here is the fact that pulling these gas sa=ples costs the licensee additional personac1 exposure.

Werefore, I inforoc.d Met-Ed (through M. Schumacher,,12C:IE HP Shif t Leader) that these samples would no longer be required when Met-Ed chr.nges the upn-219 charcoal cartridge end particulate filter.

Le EPR-219 charcoal cartridge and particulate filter was not pulled by the lice'nsee on April 12, 1979. As you recall we (NnC) had initially had the licensee pull these sunples twice a day.

This un lacer relned to once a day because of personnel exposure consideraticas. We licent.ee was reluctant to pull this sa=ple even on April 13, 1979. John Collins informed ce H. Denton wanted the cartridge pulled and analytical results avcilable from us by 0300 on April 14, 1979.."herefore I told M. Schumacher that the licensee should pull the' cartridge. nis was relayed to the

Whether the nev vent monitoring system is installed or not, I recon:end that we (IEC) specify to the licensee how frequently we vant Sese cartridges l pulled for licensee and NRC analysis.

This is our handle on I-131 release rates and remains quite i=portant.

I recemend daily changes still be esade until " cold shutdown" is achieved.
