1.0 PURPOSE Ris procedure provides instructions for installing test sleeves in the Three Mile Island, Unit 2, steam generators.

Data taken during plant cperaticn will detemine the adequacy of these sleeves in attenuating tube stress.

Le ir.stallation of sleeves will occur prior to the plant going into service.

Bat is, in a clean, ncn-contaminated environment.

2.0 EQUIP 5ENT (Provided by C-E) 2.1 E rce 13 Inch Inmanel 600 Sleeves 2.2 Bree 101/2 Inch Inconel 600 Sleeves 2.3 Sleeve Foming Tool + 40 feet of Guide Hosing and Hydraulic Line 2.4 Foming Tcol Centrol System 2.5 Test Sleeves and Steam Generator Tubing 3.0 SERVICES REOUIRED (Sucplied bv Customer) 3.1 Bottled air or inert gas (3000 psig) plus regulator 3.2 Electrical Outlet 110V/15 amp.

3.3 Demineralized Water (1 gallen) 4.0 INSTAILATION 4.1 Connect service air to faming tool ccatrol system regulating to 100 + 5 psig.

4.2 Set regulators on feming tool centrol system to 10 psig, 60 + psig

4.3 Fill resevoir of faming tool control system with deminerali:ed water.

4.4 Form test exoansicn joint of.004 to.006 inches diametral defomation of steam generator tubing (record en data sheet 1} during titis step reset regulators as necessary to cbtain the 2000 psig and 12,000 psig pressure.

4.5 Lead 101/2 inch sleeve en feming tool.

4.6 Pressurize system to s 2000 psig verifying that there are no leaks.

4.7 While maintaining the 2000 psig pressure insert the tcp of the sleeve into the tube of interest 74 5/8 inches. T M T M U To T3 d SLGiv6 0 By (E Ac.6 u sTE D oa TAace 1 ACL 4.8 Increase system pressure to approximately 12,000 psig.

n/n/ry 4.9 E.pand the sleeve into the tube by a fixed volume insertion.

4.10 Record sleeve number, expansion joint location, faming pressure, and tube number en data sheet 1.

4.11 Withdraw the faming tool 4 inches.

4.12 Pressurice system to s 2000 psig verifying that there are no leaks.

4.13 Repeat steps 4.8, 4.9 5 4.10 to fom an expansion.

4.14 Withdraw the forming tool 31/2 inches.

4.15 Repeat steps 4.6, 4.8, 4.9 5 4.10 to fom an expansion.

4.16 Withdraw the fa ming tool frem the tube.

4.17 load 18 inch sleeve on forming tool.

4.18 Pressurire system to N 2000 psig verifying that there are no leaks.

4.19 h" nile maintaining the 2000 psig pressure insert the top of the sleeve into the tube of interest 33 9/16 inches.

4.20 Repeat steps 4.8, 4.9 5 4.10 to fom an expansion.

4.21 Withdraw the faming tog 161/2 inches.

4.22 Repeat steps 4.6, 4.S, 4.9 5 4.10 to fom an expansion.

4.23 Withdraw the faming tool 3 inches.

4.24 Repeat steps 4.6, 4.8, 4.9 5 4.10 to form an expansicn.

4.25 Withdraw the faming tool 61/2 inches.

4.26 Repeat steps 4.6, 4.8, 4.9 5 4.10 to form an expansion.

4.27 Repeat steps 4.4 through 4.26 to sleeve additional tubes as required.

Dear Mr. Slear:

Pursuant to cur phone conversations the week of November 14, I am fo: ward-ing the enclosed material relative to sleeving Tnree Mile Island, Unit 2, steam generator tuces.

Enclosed please find C-E Document Nu-ier 00000-ESE-163 Procedure for Installation of Sleeves.

Also enclosed are pull test results for sleeved tdes.

(Note: Only the first half inch of pull is recorded). Attachment 1 presents load versus deflecticn for a sleeved tube with two expansicn joints (cne at.004 inches, the other at.006 inches). The fitting holding the tube broke at 3312 pounds force prior to pulling the sleeve off the tube. Attachment 2 shcus load versus deflection curves for sleeves expanded just into a tube. That is, :ero to.001 inches c tube expansion. The pull apart load was 451 pounds for no tube expansion and 758 pounds for.001 inches of tube exoan-sien. Based upon this data it is apparent that a.002 to.006 inch tube ex-pansion when focing a sleeve will insure adequate pull cut strength.

Sleeve tubing xas precurred to ASE-B-163-74 specifications for seanless cold dram Incenel tding. A ccpy of the nill test report is enclosed.

One piece of as received tubing was tested to detemine its yield and ultimate strengths.

This tubing was tested again after stress relieving it in the sleeve manu-facturing process. Tne results were as follcws:

Yield Ultimate As Received Tubing 41.4 ksi 93.0 ksi Annealed Tubing 37.8 ksi 92.7 ksi Le tcoling develcpment program has demonstrated that a final forming pressure of 15,000 psig to 17,000 psig results in sleeve exnansion into a tube.

The resulting tube expansion is.002 to.006 inches en the diameter.

This assumes that the stean generator tding sucplied to C-E by GPUSC was of comaarable dimension and strength to that in which the sleeves are to be installed.

g With the trans littal of this informatien, the sleeve develeprrnt program is complete. We are locking foneard t.o the cpportt:nity of installing test sleeves in the Dirce Mile Island, L5it 2, steam generator.
