This letter constitutes the required thirty-day fo11cv-up letter.

Descriotion Section 7, Paragraph 7.3.2.1.m of the FSAR (Indication of Bypasses) requires that when any Control or Protection System channel or portion of a channel is bypassed or defeated by =anual switch or valve action, the condition will he continuously indicated and alar =ed in the Control Room.

The pressure switches on instru=ent racks 452, 455, 467 and 472 for Reactor Building Spray, Isolation, and Cooling System have ~n

"'lly operated isolation valves that have no position indication. These valves are used to test the actuation of the pressure switches and effectively defeat the operation of the pressure switches without providing indication or alarm in the Control Room.

Analysis of Safety Inclications The discrepancy between the FSAR and actual plant design has been reviewed.

All of these valves are located in enclosed locked racks.

The FSAR indicates that

"... The unauthorized actuation of c bnnel bypassing devices vill be prohibited by ad-inistrative operating instructions..." The existing as-built plant con-figuration is in accordance with the design, but the FSAR does not clearly repre-sent the design in this regard.

For this reason, there is no adverse effect on the health or safety of the public or plant staff.
