A description of the way in which Richard W. Dubiel "Has handled fi.

medical isotopes..." and the manner in which he "Has been associated with nuclear reactors ranging from 800 MWe (THI) to five Kw resea'rch reactors as well as various size instrument calibration soun es, up to 50 Ci of Cs-137."

f 6.

A description of the "2 weeks of basic radiological. health, '42 weeks of basic theory, chemistry, health physics, and plant systems.

University of Michigan Radiation Biology course (2 weeks), and Harshaw Chemical Co. TLD course" as they relate to qualification of Mr. McCann to use radioactive materials under a license.

Also, please describe the manner in which Mr. McCann " worked with t

calibration and startup sources...".

7.

A description of the manner in whic' fir. Thomas L. Mulleavy was involved in the use of " multi-curie startup sources" and "up to 50 Ci of Cs-137...".

8.

A description of the manner in which Mr. Kerry t.. Harner " handled various isotopes and sizes of calibration sources up to 50 Ci of Cs-137" and a description of his " Specialized training".

As stated above, a complete description of a training course may be given in the form of a subject outline with a statement of the amount of time spent in each major subject area.

9.

A description of the facilities and equipment to be used in working with the byproduct material itsted in Item 6A of your application fom, i.e., "any" form of any byproduct material with Atomic Number 1 through 83.

10. Clarification of the statement under your attachment pertaining to Item 14 of the Fom AEC-313, "At signs of leakage from any source, in excess of licit specified in 10 CFR 32, appropriate action...".

It does not appear that 10 CFR Part 32 is, or will be, applicable to your program.

i

11. Clarification of the manner in which the instnraent reading will be I

determined in the course of instrument calibration with the 100 millicarie cesius-137 source so as to prevent exposure of the person perfoming the calibrations to the primary beam of radiation l

from the calibrator.

13. Clarification of your reference to "10 CFR Part 31" in Item C.2.c.

under Item 14 of the attachment to your application.

It does not i

appear that 10 CFR Part 31 applies or will apply to 'your use of radioactive material under a license.

We have requested clarification and amplification concerning the train'ing and experience of Messrs. Romanski, Dubeil, McCann, ibileavy, ard Harner. The training and experience of each of these individuals must 3

be such as to justify their unsupervised use of any or all of the radioactive materials you have listed in Item 6 of your application for i

any or all of the uses listed in Item 7 of your application.

It is not i

clear fmm the infomation given in your current application that any of these people have substantial experience with radioactive matarial in l

loose or uncontained forms, f.e., "any" fom.

We have also asked for additional infomation concerning your facilities and equipment for the use of radioactive material and especially the use of radioactive material in "any" fom.

We are enclosing a copy of our licensing guide, " Guide for Preparation of Applications for Laboratory use of Small Quantities of Byproduct ibterial." Please refer to Sections 8.9 and 13 for guidance concerning necessary training and experience and facilitier, and equipment.

The above requested infomation should be submitted in duplicate and reference Control No. 84198.
