License No. CPPR-66 Inspection No. 75-14 Docket No. 50-320 This letter is in response to the above-referenced inspection report resulting from Mr. L. Narrow's inspection on Dece=ber finding identified during that inspection.
15-18, 1975 and the deficiency referenced in the subject inspection.Below is the response to the
_ Deficiency Contrary to 10CFR50, Appendix B, Criterion VII:
Documentary evidence of confor=ance to procurement requirements was incomplete for spool piece 2DH-124 and for pipe hangers BSH-88 and 89 when these items were released for construction.
Discussion BSH-88 and 89 The items being reviewed were not complete pipe hanger assemblies, they were the pipe lugs for hangers BSH-88 and 89.
There were on file, material test reports, traceable by mark number,- for the lugs associated with BSH-88 and 89, prior to release for construction.
Additionn11y, these were reviewed by your inspector during inspection number 50-320/75-14.

Mr. J. P. O'Reilly February 13, IV/6 The " Certification and Release for Shipment" referenced in your report
- 50-320/75-14, certified items listed on Packing List Number 165-W.
The cover sheet on this packing list identified one pallet of hanger material and one crate of han,cr material, each of which was itemized by mark nunber on subsequent sheets attached to the packing list.
Based on these facts it is our contencion that documentary evidence of conformance to procurement requirements was on file prior to release of the material to construct'.on.
2DH-124 The records identified as missing for 2DH-124 are considered shop records and not required for '.he site documentation packcge.
As evidenced by his approval on Drawings #F-509 and F523 the QC Inspector for the. Construction Manager indicated he had reviewed subject records.
Actual heat treatment charts are on file at the vendor's plant, as are the ovality and vidigage measurenents which are recorded on the shop traveler and retained on file.
These actions described as being performed by the Construction Manager's Quality Control Inspector constitute validation of the suppliers Certifi-cation of Compliance.
Again, based on these f acts it is our contention that docu=entary evidence of compliance to procurement requirements was satisfactory prior to release for construction.
