310-1 310.0 ACCIDEZ ANALYSIS EpX:CH 310.1 Analyze the transport of propane free the railroad to the (2.2.3) pl'at site as a heavier-than-air gas, using a =cdel similar to A.P. VanUlden on, "The Spreading of a Ecavy Cas Peleased Near toe Ground," as referenced in Section 2.2 of k'olf Creek PSAR Site Addendum, SIN 50-422, Kansas Gas and Electric Ccepany.

In this analysis, include the effects of the grade differences between the railroad, river, and dikes at the island.

The maximur credible concentration of propane at Cae site boundary should be less than 2 volute percent (40 grans/ 3).

310.2 Analy:e the effect upon the plant of prepane tank car frageents (2.2.3) as described in the National Transportatien Safety 3 card Report,

" Derailment of Toledo, Peoria and "es:ern Zailroad Co pany's Train No. 20 with Resultant yire and Tank Car Ruptures at Crescent City, Illincis, June 21, 1970," NTS3-RAR-72-2; or, obtain assurance fro the Pennsylvania Railroad's operater that the safety recorrendaticas with respect to propane rail transport centained in that report will be strictly follcwed.

310.3 Expand the respense to Cuestion 31.5 by indicating the time (6.2.3) elapsed between chlorine arrival at the air intahe and isolstica of the centrol roc inlet.

In addition, provide the number of breathin; appartus and can-hours of breathing air that will be previded for the control rcce operators.

310.4 It is cur positien that no credit for iodine renoval can be (6.5.2) assigned to the containment spray systen unless the capability of the syste= to produce the required additive cencentratiens is tested. Describe the pre-operatienal tests to be perferred to descastrate that the syster, as installed, vill produca the additive concentrations cuoted in Appendix 63.

E:glain how the test results vill be correlated with the require ents for Appendix 63, state the acceptance criteria to be used for the tests, and discuss the accuracy of the test data if the acceptabl2 concentrations differ free t'ae values of Appendix 63, reanalyze the perforcance of the systen with the Inicut acceptable values to be established by testing.
