i Babetdk1 Milcox (B5W), cy letter dated March 9.1978 submitted a-report regarding an item which B & V believes to be reportable under the provisions of 10 CFR Part 21. The report docu=ented the evaluation of a B & W concarn wherein it was postulated that a loss of ground b

could cause the Nuclear Instru=entation/ Reactor Protection System (MI/RPS) of certain B & W nuclear plants to fail to perform its intended ll function. A copy of the report is provided as Enclosure 1.

Also, certain additional infomation submitted by B & V concerning MI/RPS 5'

grounding is provided as Enclosure 2.

l We request that the licensee of the above listed nuclear units be provided with a copyoof these enclosures and that the licansees be requested to review the grounding system with regard to the concem raised by B & W and to sutoit their evaluatica and proposed corrective acticns where required.

Further if the licensees do not have an ongoing test program to verify, on a periodic basis, the ground continuity of the MI/RPS channels, we would require them to prec:ptly for=nlate and institute such a test program I
