NOTICE OF v10LATICS Based on the results of the NRC inspection conducted on Nove=ber 29-Dece=ber 2,1976, it appears that certain of your activities were not conducted in full ce=pliance with conditions of your N'f Facility License No. CPFR-66 as indicated below. This ite= is an infraction.
10 CFR 50, Appendix B, Criterion V states in part " Activities affecting quality shall be... accomulished in accordance with these instructions, procedur es, or drawings." In addition, the PSAR Chapter 17.1.5.4 states in part "The UE&C Quality Assurance Plan... specifically delineates I
provisions for assuring that all quality related activities... are perfotred in accordance with specification, procedure and drawing re-quire =ents."
General Construc. tion Procedure GCP-1-2 requires that each construction depart =ent control specifications and procedures issued to it and perform audits of these ite=s.
Contrary '.a the above, on Dece=ber 1,1976, it was obse_rved that Piping, Electrical, '7elding and QC Departments did not control and audit specifi-cations and procedures as required.
