DESCRIPTION OF VIOLATIONS Metrcpolitan Edison Carpany Docket I;o. 50-320 License No. CPPR-66 Certain activities 'under this license appear to be in violation of AEC requirements.
These apparent violations are considered to be of Category II severity:
1.
Criterion V of 10 CFR 50, Appendix B, states in part, " Activities affecting quality shall be prescribed by documented instructions, and shall be accocplished in accordance procedures, or drawings with these instructions, procedures, or drawings." The constructor's procedure ECP-4-2, Paragraph 5.2.1 states " Cells should not touch each other, nor should any cell touch metal supports of the rack,"
and the constructor's procedure QC-1-2 which states in part, "...
bar ends shall be heated above 2120F, but no more than 3000F and the bar ends then wire brushed..."
Contrary to the above, the inspector fcund that:
a.
Storage battery cells were in direct contact with the uninsulated metal side rails of the battery support racks.
b.
Containment structure reinforcing steel was heated i an unknown
.te=perature with an oxy-acetylene cutting torch pric a wire i
brushing.

Criterion VI of 10 CFR, Appendix B, states in part, " Measures shall be establisaed to control the issuance of documents, such as instructions, procedures, and drawings, including changes thereto, which prescribe all activities aff ecting quality." The constructor's docu=ent control procedures prescribe that all field stick files shall be kept current with the latest drawings, and superseded drawings removed.
Contrary to the above, the inspector found that 9.3% of the construction i
drawings in a representative sr.lection had been superseded.
This is
