None SCOPE A routine, announced inspection was made of Ur.it fio. 2, one of the two 2535 int pressurized water reactors (B&W) under construction on Three Mile Island near Middletown, Pennsylvania.
The inspection effort was directed toward an appraisal of the performance of the licensee-contractor effort of various items listed in PI 3800/2 and included an inspection of Attachment F - Reactor Coolant Pressure Boundry Piping, "We? ding (4800) and " Piping" (5000), Attach-ment G - Other Class I Piping, " Welding" (4800) and " Piping" (5000), and Attachment I - Electrical (5200).

An exit interview was held with Messrs. Hreen :h, Fant and Lanbert on October 9, 1970.
The inspector stated that an aucit of records related to the OC syst er for the safety and relief valve system, the low head safety injection system, *he
_ ore floodine tanks (accumulators), safety injection systc= and the pressurizer system indicated that all items were in accordance with approved proccdures and PSAR co aitments, except that ESR Specification No. 2555-64 does not pecify what hydrostatic testing on individual reactor pressure boundary pipe components would be perfomed in supplier's plants or specify the NDI personnel qualifica-tion requirements.
Mr. Hrec uch stated that these areas would be discussed with B&R and appropriate corrective action taken.

Attachment I - Elcetrical (Cables and Terminations - 5200)
The inspection effort consisted of a detailed review of the QC system as required by Attachment I - Electrical, PI 3800/., Items 5205.04.a 7
through and including d.3 and e.1 and c.2.
All items were found to be in accordance with approved procedures and PS AR co==itments.
2.
General The inspector discussed the desirability of UE&C, B&R and Met Ed assuring themselves of the following safety related items:
a.
Redundant Circuits Messrs. Kopp and Stuebner stated that cc=puter runs would be used to design cables routes. The inspector informed Messrs. Kopp and Stuebner that this method has proved to be misleading at other facilities and that i=portant safety circuits were found to be non-redundant in several cases.
Mr. Kopp stated that additional study would be carried out. The inspector stated that this issue would be pursued during future inspections.
b.
Methods of Marking and Taggine Installed Cables CAI has prepared a procedure indicating that plastic or brass tags attached with fiberglass string will be used. The inspector stated that a method to assure that each cable is accurately labeled or marked is extremely i=portant.
Mr. Stuebner stated that other possibilities are still being considered, but this appears to be the best method proposed to date.

De-Katin2 Mr. Kopp stated that the present plana are for one layer of cables in each tray and conceivably with additional separation to assure adequate de-rating.
A specification stating the method of de-rating is being prepared.
d.
Cable Trays The inspector asked what precautions had been taken to assure ade-quate clescances between cable trays and cc=penents, walls and rp-erating equipment.
Mr. Kopp stated that the matter would be investi-gated. io cable trays have been installed in the containnent vessel to date.

Methods f or k' ire Pulling Mr. Kopp stated that each bend will be pulled and off-sets checked.
Each cable will be laid and lashed to avoid cable piling on one side of a tray.

Cable Handling Mr. Kopp stated that each cable will be inspected prior to and dur-ing installation and workmen cautioned concerning cable handling, g.
Lubricants Mr. Kopp stated that no wire pulling compound would be allowed with-out special permission frem UE&C Engineering.
