Dear Governor Shafer:
Under the recently enacted National Invircanental Policy A: of 1969, a copy of which is enclosed, each Federal agency is r2;uired to consul: vith appropriate Federal, State, and local a;encies concerning major 7cdaral actions significantly af fecting the cuality of the hunar envircenent and to prepare a detailed statenant concerning, enen; och ar thin;s, the environmental impact of the proposed action.
I s.n enclosid: a statenant of general policy which indi:stes the canner in chich the Cennissien proposes to exerc.ise its re;ulatory rescensibilities under the Act.
This
' policy statement is based upon the Council on Environmental Quality's Interin Guidelines (ccpy enclosed), and vas published for public cernent in the Federal Reeister en June 3, 1970.
As the policy statement indicates, the Cennission has identified the licensing of nuclear pcuer reactors as one of the actions uhich would require the preparatica of a detailed environmental statenen:, and a statement will be prepared for all pending and future applications before a construction permit or operating license vill be issued, At :he pre-sent time, there are applications for seven nuclear pe%er reactors in ene State of Pennsylvania under review by the Atonic Ener;y Ccenission.
As provided in our policy statement, when we receive an applicant's environnertal report, a surnary notice of the availability of the report will be published in the Federal 2egister inviting vithin 50 days co=ments on the propcsed action and the report fren State and iccal a;encies of any affected State, with respect to matters within their jurisdiction, which are authoriced to develop and enforce envirenrental standards.
If you vould let us knew the nace of the person or agency responsible for coordinating this within your State, we will send copies of the envircanental report to your designee when it is received.
Cengress also recently enacted the "ater Quality Inprovement Act of 1970 (copy enclosed), which arands the ?cdcral later Pollutien Centrol ict.

The AEC vould generally be prohibited fron issuing any such per:10 or license without having received this certifica:icn.
Where actual construction of the f acility has con =encad, or here an applica:1cn was pending en April 3,1970, sections 21(b) (7,' and (S) of the Federal Water Pollution Control Act, as anended, entend the period of time within which the certification nus be obtained.
It would be helpful to us to know the name and address of the agency authorized to issue the water quality certifica:ica for the Sta:c of Pennsylvania.
