In accordance with conference agreements between Mr. L. Narrev and Mr. R. Wayne reached at the TMI-2 Site, ve vish to alter our response to infraction 77-06-01 listed in your letter dated March 8,1977
.~.pparent Infraction 10CER50, Appendix B, Criterion VII states, in part, " Documentary evidence that material and equip =ent conform to the procurement requirements abil able at the nuclear plant site prior to installation or use of such...", and be avail-Chapter 17.1.T.h of the FSAR states, in part, "All equip =ent and naterial deliv-ered to the site... is subject to receiving inspection... Receiving inspection is perfor=ed in accordance with vritten checklists and the results documented."
Centrar-/ to the above, en February 9, 1977, it was observed that inspection checklists had not be'.n prepared for receiving inspection of certain purchase orders placed under Specification 2555-999 As exa=ples: Valve No. V83A/B and No. NS-V8hA/B which had been converted from manual operation to air opera-tion and electric motor operation vere received en site and released for con-struction although checklists for performance of receiving inspection had not been provided; evidence of the seismic qualification of these valves was not provided despite the fact that they are classified as Seisnic Class Icin the Engineer's Valve List and in Specification 2555-103, " Station Butterfly Valves."
Prior to the conclusion of the inspection, information was received which indi-cated that the identified valves are considered to be seismically qualified.

stating that based on previous analysis of si=ilar valve / valve operation combinations, seismic qualification is not required for operators added to valves V83A&B and NS-V8hA&B. This has been included in the records package for these valves.
Additionally all seventy-nine (79) purchase crders issued under the 2555-999 code nu=ber have had an independent review by a Quality Assurance Engineer at GPIT Service Corporation QA office in Parsippany, and applicable QA require-ments have been identified fro: appropriate engineering specifications, valve lists, equipment lists and specialty lists.
An additional review of the re-cords at the site for these items vill be made to ensure that required docu-
=entation is on hand for safety related ite=s procured under these purchase orders.
Steps Taken to Avoid Future Recurrence Current purchase orders issued under the 2555-999 code nu=ber are being re-viewed by Burns and Roe QA to ensure that quality requirements are clearly described sad can be readily understood by site QC personnel.
Date That Cornliance Will Be Achieved Re-review of the 79 purchase orders vill be completed by June 10, 1977 Action on current purchase orders is in effect.
