Three Mile Island Nuclear Station Unit 2 (TMI-2)
License No. CPPR-66 Docket No. 50-320 Report No. 50-320/77-06 In accordance with conferecce agreements between Mr. L. Narrow and Mr. R. Wayne reached at the THI-2 Site, we wish to altar our response to infraction listed in your letter dated March 8, 1977.
77-06-01 Apparent Infraction 10CFR50, Appendix B, Criterion VII states, in part, " Documentary evidence that material and equipment conform to the procurement requirements shall be available at the nuclear plant site prior to installation or use of such..."; and Chapter 17.1.7.4 of the FSAR states, in part, "All equipment and material delivered to the site... is subject to receiving inspection...
Receiving inspecticu is perfor=ed in accordance with written checklists and the results documented."
Contrary to the above, on February 9, 1977, it was observed that inspection checklists had not been prepared for receiving inspection of certian purchase orders placed under Specification 2555-999. As n q les: Valve No, V83A/B and No. NS-V84A/B vhich had been converted from manual operation to air operation and electric motor operation vere received on site and released for construction although checklists for performance of receiving inspection had not been provided; evidence of the seismic qiinlification of these valves was not provided despite the fact that they are classified as Seismic Class I in the Engineer's Valve List and in Specification 2555-103, " Station Butterfly Valves."
Prior to the conclusion of the inspection, information was received which indi-cated that the identified valves are considered to be seismically qualified.

Mr. J. P. O'Reilly June 3, 1977 GQL 0780 Corrective Action Taken A letter has been obtained from the Architect-Engineer (Burns and Roe, Inc.)
stating that based on previous analysis of similar valve / valve operation combinations, seismic qualification is not required for operators added to valves V83A&B and NS-V84A&3. This has 'neen included in the records package for these valves.
Additionally all seventy-nir.e (79) purchase orders issued under the 1333-999 code nu=ber have had an in/.ependent review by a Quality Assurance Engineer at GPU Service Corporation Q1. office in Parsippany, and applicable QA requirements have been identified fron appropriate engineering specifications, valve lists, equipment lists and spec'.alty lists. An additional review of the records at the site for these items will be made to ensure that required docu=entation is on hand for safety related items procured under these purchase orders.
Steps Taken to Avoid Future Recurrence Current purchase orders issued under the 2555-999 code nu=ber are being reviewed by Burns and Roe QA to ensure that quality requirements are clearly described and can be readily understcod by site QC personnel.
I Date That Compliance Will be Achieved Re-review of the 79 purchase orders will be completed by June 10, 1977. Action on current purchase orders is in effect.
