Selev is the respense to the infraction referenced in the subject investigation.

Infraction that " Activities 10 CFR 50, Appendiz B, Criterien V, requires, in part,

affecting quality shall be...acec=plished in acecrdance with instructions, proeedures and drsvings".

Parag aph 17 1.5.h of the Quality Assurance Progra= docu=ented in the m An states, in part, "....all quality related activities on structures,

syste=s and ec=penents within the QA Progra= are perfor=ed in accordance vith specificatien, procedure and drawing r equi re=ents. "

Section 1 of United Engineers & Constructors' QC Precedure QA-8A-2, Revision 2, for velding centrol states that this procedure applies to velding, exclusive of pipe velding perfer=ed en nuclear and nuclear related areas and on Class I seis=ic structural building =e=bers in the reacter building. Paragraph A-h.a of Section IV cf this precedure states, in part, " Prior to velding, verify that approved velding procedures...are to be e= ployed in the work".

Centrary to the above, on March 15, 1978, UT examinatics of studs used fer anchor plate f-- "- *metural support of Core Flood attachment of the vest Tank, CF-T-13, and failure of the licensee to provide an approved velding procedure for velding cf the studs, substantiated an allegatica that veldi=g g
