We have revie.,ed the inspectica rcrort (IE Inspection Raport 50-32775-C3)
and the reply i:y tue licensee dated August 21, 1075. Our rc-:a ,mendaticas
on thase deviaticas are provided below:
Deviatica A - The licensee did state in the FSAR in Section
3.3.1.0.5 that "tl.e following codes ,,cre u ,ad to establisii
the specifications and precedures scverairg the construction of
the reacecr :.uilding." With the list of coces, ACI 301 was
ir.cluded and is the caly accument refcranced .4hich cculd apply
to a cest based grcut to be utili:cd for untanded tendens. ACI
301, Scction 15.2.G.6 requires that the properticning of estartals
be based en tests cada en the grcut before gecuting is bagun. Tiicre
is no specific requirccent for strength tests en 2-in cutcs col:cd,
cured and tested in accordance witn AST!' C-id9 and cade from the
fielo production grout. Tha frequency of testing racuired ur. der
ASTM C-lG9 is that three or more si:ecicans are to be made for each
period of test specified, r. caning that the profect specificaticn
is to delineate tne frcquency as required by the designer.
It is
the practice, hcuever, in cany L.ses for s u ples to ca taken frca
field .:rcduction althcugh no requirenent exists in AC-301 cr a
project specificaticn.
Since tne licensce has in fact ccepleted the 2-ir.ch cube cc:pressive
strengtn tests during the develop =&nt of the c;ix ;,rcportiens, it is
our opinion tnat the respcase cy tne licensce ce accepted, ressiving
this issue.
Deviaticn B - The tam " post tensicned systec" would be interpreted
to cean tae entire structural system whereas the tem " post tensicn-
ing systW' ..ould reflect a reference to only the prestressing steel
and the asscciated anchcrage harcware. That is, the stcci strength
el ments of the tenden.
