, is a copy of the prcposed interim effluent radiological Technical Specifications for Three Mile Island, Unit No. 2.

Since the radwaste treat:nent systems are common to both Units 1 and 2, we are preposing that the effluent radiological Technical Specifications currently in effect for Unit 1 be revised to include Unit 2.

These intsrim specifications are based on the numerical design objectives given in RM 50-2 and are site related. These s;>ecifications will assure that releases frc:n Units 1 and 2 will be "as low as is reasonably achievable."

When the model effluent radiological Technical Specifications currently under development by the staff to implement the requirements of Appendix I have been approved by NRC tcanagement, we will revise the specifications for Units 1 and 2 to reflect these requirements. represents the Radiological Assess: cents Branch position en radiological environcantal monitoring which considers coets received on Regulatory Guide 4.8.

As you may know, the Regulatory Guica 4.8,

. Environenental Technical Specifications for Nuclear Power Plano, was issued for coments in December 1975, and is presently being revised considering coments received.

We equest that you prepare the radiological environ:nental technical specifications which are consistent with the two enclosures and also with staff's coments expressed in the FES.

If you wish to discuss these ETS further please contact Mr. Jan A. Norris, Environnental Project Manager, at (101) 492-8437.
