The Atemic Energy Commission has amended ~ its regulaticns to require operators who nanipulate the controls of nuclear power reactors and other licensed prccuction and utilization facilities to ccmplete a requalification program or be acministered a reexamination before each license reneaa; and to require facility licensees to carry cut adequate operator requalifical.iun prv9: ams.

An amendment to Part 55 of the AEC's regulations, which was published in the Federal Regis'.er on August 17, 1973 establisnes minimum re-quirements for requalification programs including on-the-job training and lectures on basic theories and safety systems of the specific plant.

It applit.s to both operators and senior operators.

An amendment to Part 50 published in the Federal Register on the same date requires that an application for a license to ocerate a facility must include a description and plans for implementation of an operator requalification program. Also, each facility licensee must have sucn a program in operation within three months after issuance of an operating license.

Holders of operating licenses in effect en the effective date of these amendments, September 17, 1973, must submit an operator requalification program for Ccmmission approval and con-currently imoiement tnat program within three months after the effective date of the amendments.

If a single submittal covers more tnan one unit at. a station, one signed original and fif ty-nine additional copies should be provided.

All other facility licensees are requested to sub-mit one signed original and twenty-one additional copies.
