License No. CPPA-66 APPENDIX A NOTICE OF VIOLATICN Based on the results of an NRC inspection conducted on March 21-24, 1977, it appears that one of your activities was not conducted in full ce=pliance with conditions of your NRC Facility License No. CPPR-66 as indicated below. This ites is an infraction.

10 CFR 50, Appendix 3, Criterion X states, in part, "A progra=
for the inspection of activities affecting quality shall be executed... to verify conformance with the documented instructions, procedures, and drawings for accomplishing the j
activity...."
The licensee's FSAR, paragraph 17.1.10.4 s ts.t e s,
in part, " Activities affecting quality are verified by inspections....
Their (UE&C) activities are conducted in accordance with written procedures, instructions, and checklist...."
UE&C procedure ECP-9-2 requires verification for low voltage penetrations that the " Insulation resistance between conductors and between conductors and metal f ramework or headerplate shall be greater than 108 ohms a t ro em t emperature...."
Contrary to the above, on June 10, 11, and 28, 1976, electrical penetrations R516, R414, and R520 were accepted by QC personnel t
although the resistance tests between conductors had not been performed.
