Three Mile Island Nuclear Station Unit 2 (DiI-2)

License No. CPPR-66 Docket No. 50-320 Inspection Report 77-11 The subject inspection report resulting from Mr. L. Narrov's inspection of March 21 - 24, 1977 contains an infraction concarning inspection resistance checks to electrical penetration leads.

This letter constitutes the written response to this infraction.

Met-Ed does not consider this infraction valid.

Antarent Infraction 10CFR5D Appendiz B, Criterien I states, in part, "A program for the inspection of activities affecting quality shall be................ executed

........ to verify confo:=ance with the docu=ented instruction, procedures,

and drawings for accc=plishing the activity............. ".

The licensee *,s FSAR, paragraph 17 1.10.4 states, in part, " Activities affecting quality are verified by inspections............... Their (UELC) activities are conducted in accordance with vritten procedures, instruction, and checklist UE&C procedure ECP-9-2 requires verification for lov voltage penetrations that the " Insulation resistance betveen conductors and be{.reen conductors and metal fra=everk or headerplate shall be greater than 10 ch=a at roc 3 t e=p erature................ "

Contrary to the above, on June 10,11, and 28,1976 electrical penetrations R516 Rh14, and R520 vere accepted by QC personnel although the resistance tests between conductors had not been perfor=ed.

Restense to Aruarent Infraction During the inspection period insufficient infor=atien vas made available to adequately interpret the QC inspection data sheets in question.

Subsequent review of aMMtional data sheets and the vendor instructions shoved the data sheets for penetrations R516, R514, and R520 to be correctly docu=ented.
