Three Mile Island 1 and 2 was one of the first stations reviewed under NEPA in 1971-72.
At that time, the policy was to write the statements for both continuation of construction and operation.
Accordingly, the FES CL stage for TMI 1 and 2 was issued in December 1972.
At the time the FES was issued, no intervenors were involved in TMI-2, no OL hearing was envisioneo, and the unit was scheduled to go into comercial operation in l'ay of 1975.
In the interim, the situation has changed considerably.
The currently scheduled operational date is May 1978, there are now intervenors, and so an CL nearing will be held.
Under these circumstances, CELD recommended, and DRL concurred, that the FES for TMI-2 be updated, circulated in draf t fom, and reissued.
To this end, the applicant was requested to update it's ER, origirally submitted in 1971, to include information currently required by Reg Guide 4.2.
On February 28, 1975 the Metropolitan Edison Company, in support of their application for an operating license for TMI-2, submitted Supplement II to the Environmental Report.

You are requested to review that portion of the Supplement II in con -
junction with the Environmental Report, distributed separately, which is within your area of interest.
The review should be based on the Regulatory Guide 4.2 Preparation of Environmental Reports for Nuclear Power Plants (not Revision 1 issued January 1975).
Please provide the following information:
