Recent inspecticts by NRC have icentified frequent ncncorpliance with trans-portation regulations b) radiography licensees.

As of Lecember 3, 1979, the NRC inspecticn progra: has included inspecticn/ enforcement cf DCT regulat: cts in 49 CFR 170-175 as direct NRC requirements (see 10 E 71.5).

The nature of radiography operations is sacewhat uniq e in that rad:cgrapt3 devices most f requently serve a dual f unction; that is, they serve as operaticnal radiography cameras /scurce changers z_.d as transportaticn packages. Eistorically, this has caused some confusien on the part of radiography users, particularly with respect to scrting out the tran: pert regulatory requirements of 49 CE/10 CE 71 froc the cperational requirenents of 10 CE 34 and the specific license which has been issued *

• 'e radicgraphy user.

Another source of ccnfusion for the radiography operator is that he mest frequently functions, with respect to the transportatic regulations, in the dual role of both shipper and carrier.

This notice discusses race of :le pert: ent transportatien requiresents fer radiography devices when used as transport "pachages." The explanatiens should help to clarify the application of operational licensing requirenents versus trrnsport requirements applicable to shippers and carriers, thereby enhancing regulatory co=pliance with the requirements.
