August 18, 2019 MEMORANDUM TO: Scott Moore, Executive Director Advisory Committee on Reactor Safeguards FROM: Anna H. Bradford, Acting Director /RA/

Division of Licensing, Siting, and Environmental Analysis Office of New Reactors

SUBJECT:

US-APWR DESIGN CERTIFICATION APPLICATION - SAFETY EVALUATION WITH NO OPEN ITEMS FOR US-APWR DESIGN CERTIFICATION SAFETY EVALUATION CHAPTER 8 - ELECTRIC POWER By letter dated December 31, 2007 (Agencywide Document Access and Management System (ADAMS) Accession No. ML08063A314), as supplemented by letters dated March 27, 2008 (ADAMS Accession No. ML080920634), and April 16, 2008 (ADAMS Accession No. ML081090182), Mitsubishi Heavy Industries, Ltd. (MHI) submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for a standard design certification of the United States - Advanced Pressurized Water Reactor (US-APWR), pursuant to Title 10 of the Code of Federal Regulations Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants.

Based on its review, the staff is providing the Advisory Committee on Reactor Safeguards (ACRS) its safety evaluation with no open items for Chapter 8, Electric Power, of the Design Certification Document. The safety evaluation is being provided to support an ACRS Subcommittee meeting scheduled for September 19, 2019. The ACRS full committee meeting will be held after the subcommittee meeting.

A review of the safety evaluation for any information exempt from public disclosure has not yet been performed. The NRC will withhold the safety evaluation from public disclosure to allow MHI the opportunity to perform a proprietary and factual content review. Therefore, the staff requests that the ACRS withhold the safety evaluation from public disclosure until it has been determined what information can be publicly released in ADAMS. The safety evaluation is available in ADAMS under Accession No. ML19155A293. The staff will inform the ACRS when MHI has finished its review for proprietary information.
