Topic#1:Clarifytheapparentdiscrepancieswithrespecttothedescriptionsoftheperformanceofthe MAP12/13packageclosurepinsduringdroptesting.FS10040260Rev3.0Section5.BallLockPins (Page25/25)indicatesthat5closurepinsfailedafterthe30footdroptest.Thissectionstates:

Insummary,Framatomebelievesthat30ftMAPpackagedropsinsimulationatHAC20°F conditions,withpinsshanksofmaterialsubstitutedwithimprovedCVNmaterialproperties wouldnotresultinanappreciablydifferentnumberoffailedpins,eitherfewerorgreater,thanif thecurrentpinswerenotsubstituted.Webelievethatretentionoftheclosurelidwouldmost certainlybemaintainedregardless.Duringtheroomtemperature30ftdroptestoftheMAP13 CTUwith174PH,H900pinsitwasobservedthat90%(43ofthe48)oftheclosurepins maintainedtheirlidretainingfunctionfollowingthedrop.

ThedescriptionincludedinFS10038397Revision3.0Section2.12.1.4.2.6PostTest(Page89/389) indicates9closurepinsweresheared;5ontheballastsideand4ontheassemblyside.Thissection states:

TherewasminordamagetothebottomendstiffenerasshowninFigures245through247.The closeupviewinFigure246showsthatfiveclosurepinshadshearedoffontheballastsideof thepackage.Ontheopposite(fuelassembly)side,fourbottompinswerefurthershearedoff.

TheinformationinFS10038397Revision3.0Section2.12.1.4.2.6is,forthemostpart,consistentwith theinformationincludedinFS10038397Table2.12.13-SummaryofDropTestsandResults(Page 83/389).ThedescriptioninTable2.12.13indicatesthat9closurepinsfailedbyshearduringdrop testinganda10thpinlikelyfailedbyshearduringpuncturetesting.Thissectionstates:

Asingleclosurepinfelloutduringthenormaltesting.Nineclosurepinshadshearedshouldersas aresultofthe30ftdrop.Atenthpinwhichwaslikelytohavealsoshearedfelloffduringthe puncturetesting.

Thisinformationisneededtodeterminecompliancewith10CFR71.41(a)and71.43(c).

Response

Framatomeconsidersthat5balllockpinsfullylosttheirlidretentionfunctionduringsequentialHAC testing.Itisalsoclearlyreportedthatadditionalfailuresoftheclosurepinsdidoccurbutthatthese failurescouldbeconsideredaspartialandnotcompletefailures.Thetablebelowliststheseriesoftests performedandtheinformationreportedregardingthestatusoftheballlockpinsasreportedinTable 2.12.13oftheSAR.

FollowingthesequentialHACtestsofCTU1thefollowinginformationisprovidedinthetestdescriptions andisconsideredtheworstcaseregardingpinfailure.

Fromthisinformation,itisconcludedthatatotalof10closurepinswerenotedasincurringsomelevel offailureduringthesequentialHACtests.Itwasspecificallynotedthat3oftheclosurepinshadtobe drilledoutandanother2requiredadditionalshearingtoremovethelid.Sinceadditionalworkwas neededtoremove5ofthe10identifiedpins,itisconservativelyconcludedthatatotalof5pinslostall lidretainingcapability.Thisisbasedonalackofdetailfollowingremovalofthe9pinswithfailed shoulders.

Tosupporttheaboveconclusion,thereportdescribesninepinswithshearedshoulders,Framatome believesthesewerelikelytensilefailuresofthehead/shouldersofthosepinswhichwasmisinterpreted asshearwithasimilarappearancebutoccurringnearflushwiththeoutersurfacesofthe container.Thisissupportedbytheobservationthatthreeofthepinsneededtobedrilledoutinorder toremovethelideventhoughtheyweredescribedasshearedshoulders.Moreover,itwasnotedfor thehorizontalliddowndropofCTU3thatSixclosurepinsshearedbuttheirbasesremained intact.Forthe30ft.slapdownonbasetestofCTU1,itwasnotedthatportionsofthepinsremained inplaceindicatingthatonlythepinshouldershasshearedoff.Thereportisnotclearifthe5pins

countedaslostwereapartorasubsetoftheseninepinswithshearedshoulders.Framatomeconsiders thatashearedshoulderdoesnotrepresentlossoflidretentioncapabilitybasedonadditionalwork neededtoremovethelid.

ThiscountisbasedonthepinconditionassessmentsprovidedonPage83Table2.12.13,oftheSAR followingthe30ft.liddowndropofCTU1:

Asingleclosurepinfelloutduringthenormaltesting.Nineclosurepinshadshearedshouldersasa resultofthe30ftdrop(30°slapdown).Atenthpinwhichwaslikelytohavealsoshearedfelloff duringfollowonpuncturetesting.Threeclosurepinsweredrilledouttopermitlidremoval.Thelid waseasilyremovedoncetwoadditionalpinsinthebottomwerefurthershearedduringlidremoval.

Theshouldersonthesetwopinswereshearedoffduringthe30fttest.

Atenthpin,alsodescribedasshearedapparentlyfellout(duringfollowonpuncturetesting)freely withnomentionofseparateorshortenedpiecesofthebodyindicativeofshearthroughthebody.This piniscountedasfailedsincethereisnomentionofadditionalworktoremovethisclosurepin.

Thetwopinsrequiringfurthershearingandthe3pinsremovedbydrillingwereconsideredtohave somelidretainingcapacityalthoughthereportwasnotclearregardingthedegreeoffailure.Itis possible,andlikely,giventhewording,thatthebodiesofthesepinsremainedintactandthattheheads ofthesepinssimplyneededtoberemovedduetopartialfracturesattheshoulders.Ifthiswasthecase thenlossoflidretentioncapabilitydidnotoccur.

Figures280and281,Section2.12.1.3showthelocationsofthedamaged(butstillfunctioning)pinson CTU130ftslapdownwhichwereremovedfortheCTU3thermaltestinsimulationoftheCTU1damage.

Thedamagedpinswereconfinedtolocalareasattheendsofthepackageandessentiallyallofthepins alongthesidesofthepackagewereundamaged.Thisnoteprovidesfurtherevidencethatpindamage wasindeedlocal,andlikelyofunimpairedfunction,withasignificantnumberofundamagedremaining andthatlidretentioncapabilitywascertainlymaintained.

Inconclusion,thevalueoffivefailedpinsintheevaluation(FS10040260)whichstates,itwasobserved that90%(43ofthe48)oftheclosurepinsmaintainedtheirlidretainingfunctionfollowingthedrop, remainsappropriate.Itisagreedthattheadditionaltypesoffailuresmentionedwerepresent,which addssomeconfusion,butthatonlyfivepinswerecountedashavinglosttheirlidretainingfunction.

Evenassumingall10pinslosttheirlidretainingfunctionthereisnochangeintheoverallconclusion justifyingthesatisfactoryuseoftheballlockpins.

Topic#2:Clarifytheapplicantsproposedweightmarginsassociatedwithfabricationtolerances.In essence,thequestionwouldbetojustifyhowthatnumberwascalculatedanditsrelationshipwith fabricationtolerances,etc.

The2ndquestionisdevelopedbelow,asamatterofclarification

Clarifyadditionalweightmarginaddedtoaddressfabricationtolerances.

InSARsection2.12.4,theapplicantstatedthatAnadditional150lb.isincludedintheoverallweight increaseto300lbs.,toaddressweightmarginsassociatedwithfabricationtolerances.Thestaffcannot determinefromthetextwhatistheexpectedsourceoftheadditionalweight.Addressthefollowing:

Clarifyhowtheadditionalweight;includingthatoftheupperandlowerspacerblocksshowinFig.2 116,wascalculatedorestimated.

Response

InordertodetermineamaximumgrossweightfortheMAP13packaging,thefollowingmethodology wasapplied:

1. UtilizingtheCADsystemfromwhichalltheindividualcomponentsweregenerated,apiece volumewasgenerated.Knowingthevolumeofapartandknowingthedensityofmaterialfor thespecificpart,aweightcanbecalculated.Forexample,P/N30022713-MAP13OLW-Shell isa304stainlesssteelcomponentwhichhasavolumeof1383.13in3.Thedensityof304 stainlesssteelusedis.290lb/in3..Bymultiplyingthevolumebythedensity(1383.12*.290),the weightiscalculatedat401.1lbs.Thiswasdoneforeachofthecomponentpartsbeing manufacturedfortheMAP13ShippingContainer.Forcomponentswheremorethan1ea.is required,thequantitywasfactoredintothetotalweight.
a. Therearenumerouscomponentswhicharepurchasedcommercially;fasteners,jack screws,rivets,etc.Weightsperpieceforthesecomponentswasgatheredfrom availablesupplierpublicationsandincludedintheweightcalculation.
b. ForAssemblies/SubAssemblieswhicharemadeupofnumerousparts,addingallthe individualcomponentstoreachatotalwasdone.
2. Thepayloadweightof3,400lbs.wasusedtoaccountforthefuelassembliesandmiscellaneous hardwaresuchasupperandlowerspacerblocksanddoorspacers,whichisconsistentwiththe simulatedpayloaddiscussedinsection2.12.1.6.2oftheSAR.Toconfirmthepayloadweight remainswithinthemaximumvalue,thefuelassemblies,spacerblocks,anddoorspacersare estimatedthroughthecomputermodelspriortofabrication.Iftheweightmarginbecomes small,actualweightvaluesareobtained.Furthermore,thefinalpackageweightspriorto shipmentareobtainedandreviewedforcompliance.
3. ThecurrentfleetofMAP12packageswasweightedandanemptyweightvariationfrom4,986 lbs.to5,066lbs.,adifferenceof80lbs.,wasestablished.Thisrepresentsanapproximate0.8%

variation,+/-40lbs.,fromanaverageweightof5,032lbs.

TheevaluationofcomponentsestimatingthegrossweightoftheMAP13packagingisasfollows:

a. StrongbackAssembly-3,028lbs.
b. LidAssembly-2,280lbs.
c. Payload-3,400lbs.
d. 1%weightvariationadded-87lbs.

TOTALGROSSWT.=8,795lbs.

INITIALWEIGHTMARGIN(basedon8,630lbs.)=165lbs.(1.9%)

Withvariationinmaterialsizesparticularsheet/platethickness,thissmallmarginpresentedarisk.For example,forASTMA240,thepermittedmillvariationthicknessfor11gauge(.12in.)sheetis.005in.

(4.2%).Forfabrication,atypicalformedtoleranceof+/-0.1in.canalsoaddupifitemsareconsistentlyon thelongsideofthetolerance.Basedonengineeringjudgment,theadditional150lbs.(abovethe150 lbs.forthereinforcingplates)wasproposedwhichwouldincreasethemaximumgrossweightto 8,930lbs.providingasmallbutcomfortablemarginof135lbs.abovethecalculatedmaximumvalue.

Astothequestionofadditionalweightdistribution,theadditionalplates,showninthefigurebelow,are locatedatthecenteroftheStrongbackAssemblywhileotherconsiderationsforincreasedweightdueto materialtolerancewouldbemoreuniformallydistributed.
