Revised Yankee Rowe Eraergency Plan Enclosed with this letter is a revised emergency plan description for Yankee Rowe. This revision and submittal were requested in Reference (5).

This emergency plan represents a major revision te previously existing emergency arrangements and re flects extensive ef forts to address the licensee emergency plan improvements desired by the Commission. This has taken the form of an upgraded Yankee Rowe emergency plan written in the format and addressing the applicable content requirements of Regulatory Guide 1.101, Revision 1.

Within this fo-mat we have also addressed the licensee portions of the Emergency Planning Acceptance Criteria - Revision One.

The ef f orts to further refine this emergency plan and te properly interface it with plant emergency implementing and operating procedures and with Massacqusetts, and Vermont state radiological emergency plans is currently underway. These interfaces are critical for an ef fective overall emergency planning arrangement for both inside and outside the plant.

For this reason, the enclosed emergency plan represents a draf t revision at this point in time.

It will remain under review and will be held in draft status until the necessary interfaces with the procedures and state plans have been identified and completed and until the views of the NRC review team have Seer, identified to us.
