Dear Mr. Roll:

By letter dated December 27, 1979 to the Secretary of the Nuclear Regulatory Commission, you expressed your views on the resumption of operation of the Trojan Nuclear Plant in Oregon.

In your letter, you also asked to be advised as to the procedure by which you could make a written limited appearance state-ment.

In this latter regard, 10 CFR H 2.715(a) of the NRC's Rules of Practice provides for the submission of oral or written limited appearance statements.

While that regulation specifies that such statements may be received in the discretion of the presiding officer of the Atomic Safety and Licensing Board, Marshall Miller, Chairman of the presiding Licensing Board in the referenced proceeding, has indi-cated that written limited appearance statements would be accepted by the Licensing Board at any time.

Your written statement should be addressed to:

The Licensing Board has also indicated that a time will be set aside for the presentation of oral limited appearance statements by members of the public.

Notice will be given as to the date and place for such limited appearances.

Any limited appearance statements, whether oral or written, received by the Licensing Board will be made a part of the record in the referenced proceeding and will be read and considered by the Board.

They will not be treated as evidence by the Board, however.
