SUBJECT:
PROPOSED REVISION 1 TO TASK ACTION PLAN A-16, " STEAM EFFECTS ON BWR CORE SPRAY DISTRIBUTION" At a meeting January 19, 1978 between the General Electric Company and the NRC staff, agreement was reached regarding the experimental and ana-lytical work that will be performed for final resolution of NRR Technical Activity A-16 within the next two years.
A letter was sent to GE (D. Ross and D. Eisenhut to G. Sherwood) on February 3,1978 documenting the agree-ments and understandings reached at the meeting.
The proposed Revision 1 to TAP A-16 reflects the new agreements r stated in the February 3 letter.
Since that letter was widely distributed in draft form for comment by affected organizations within NRR, I believe agreement has already been reached through the Division Director level regarding acceptability of the proposed changes indicated in this Revision 1.
Also, the proposed Revision 1 itself has been circulated in draft form to all affected organizations within NRR, and has received concurrence including all appropriate Assistant Directors.
Vertical margin lines have not been provided to indicate changed portions, since this revision represents a major re-write of the entire TAP.
Signifi-cant differences between this revision and the aporoved Revision 0 are:
- 1) The " interim" period is now considered nearing completion. That is, GE has provided their justification for continued spray cooling credit for all plants in the interim period oending final completion of this TAP. That justification was provided in a somewhat different manner from the method that was outlined in Revision 0.
Justification for the change and for preliminary acceptability of the " interim" informa-tion is included in Revision 1.
Final conclusions regarding accepta-bility of the " interim" justification will be published shortly by DSS-AB in an SER regarding the GE-ECCS-LOCA model.
2)
Full scale air tests, coupled with certain analyses and multiple nozzle confirmatory tests in steam, are planned for BWR/6 plants.
- 3) A decision point in early 1979 is proposed to decide whether plant specific tests will be required for other BWR designs, and if so, what specific tests will be required.

I recommend that this Revision 1 be approved.
