Dear Mr. Engelken:
Bechtel Corporation notified Rancho Seco that the analysis being conducted according to Bulletin 79-02 showed the seismic support on the Decay Heat Crosstie Line had a safety factor less than 1.0.
Both Decay Heat Systems were technically declared-inoperable and the reactor power was decreased, according to Technical Specifications, to hot shutdown Friday, January 4, 1980.
The unit remained at hot shutdown and repairs to upgrade the support were initiated. The modifications were completed Saturday and passed inspection.
Both systems were declared operable and the unit was returned to power operation January 5,1980.
The unit is at 90% power and will return to 100% power'today.
A complete report will be submitted to your office within 14 days.
