COUNTY OF SUFFOLE'S RESPONSE TO THE ATOMIC SAFETY AND LICENSING BOARD MEMORANDUM OF NOVEMBER 16, 1979 By memorandum dated November 16, 1979, the Licensing Board made certain inauiries relating to that portion of the concerned parties' "Second Stipulation" (dated 11/2/79) dealing with the procedures to be followed by the Applicant in the event of a reactor coolant system leakage at Shoreham.
The Board ina.uired whether this agreement would ultimately become a Staff-imposed technical specification for Shoreham, and further inouired as to the intent of Staff's disclaimer lan-guage appearing in the footnote on page 2 of the Stipulation.
Staff responded to the Board's cuestions by pleading dated December 4, 1979 It is the County's understanding that should Staff modify the technical specification for reactor coolant leakage, such modification will result in more, not less, stringent operating conditions for Shoreham than are now agreed to by the County and the Applicant.

is also the County's understanding (verified by the Staff),
that the modification under consideration, if imposed, will not be related to public health and safety but rather will be imposed for reasons of consistency.
