Dear Mr. Arnold:
By letters dated January 17, 1977, and February 5, 1979, we requested an evaluation of a postulated Fuel Handling Accident Inside Containment (FHAIC) at Three Mile Island 1 (TMI-1). By letters dated April 20, 1977 (GQL 0484),
and May 8,1979 (GQL 0460), you submitted the evaluation of this accident which assumed the operation of the Reactor Building Purge Exhaust System (RBPES). Your submittal concludes that doses resulting from a postulated FHAIC are appropriately within the guidelines of 10 CFR Part 100.
We have completed our review of your submittals and performed an independent analysis of a postulates FHAIC for TMI-1. Based on our review of your sub-mittal and the results of our analysis, we find your conclusions acceptable provided that the proposed operation and surveillance Technical Specifications on the R8 PES charcoal filters submitted by letters dated Janua.y 30, 1975 (GQL 0706), December 11,1975 (GQL 1799), and February 13, 1976 (GCL 0190),
are implemented.
Since the evaluation was based on the operation and sur-veillance Technical Specification on the RBPES filters being in place, any future fuel handling inside the reactor building prior to issuance of these Technical Specifications is considered an unreviewed safety question and, therefore, would require our prior review pursuant to 10 CFR 50.59a. Our Safety Evaluation Report on this matter is enclosed.
Based on your submittals and provided that the operation and surveillance Technical Specifications on RBPES charcoal filters are implemented, no further action regarding this issue is necessary.
