Preparing Round #2 Geotechnical Engineering Questions On October 15 and 16, 1979 I visited the Comanche Peak site with S. Burwell, LPM, and C. Hinson, RAB. We met with the applicant, the design engineer, Gibbs and Hill, Inc., and the geotechnical engineering consultant, Mason and Johnson Associates.

The attendance list is attached to this report.

A general description of the foundation and dam construction was presented by Ray Mason.

'L then discussed the round #1 geotechnical engineering questions subniitted to DPM by memo (Stepp to Varga dated September 28,1978).

The applicant indicated that some responses could not be provided yet because all foundation and soils-related construction is not complete.

At this point, S. Burwell discussed scheduling and it appears that our SER needs to be completed by early 1980 since fuel loading is scheduled for sumer of 1981.

On October 16, I was conducted on a site tour by R. Williams and C. Gatchell.

I inspected the Main Dam (Squaw. Creek Dam), the Safe Shutdown Impoundment Dam and Panther Branch, the service water i,ntake structure, and the main plant island.

I took 30 color (print) photographs.

s R. E. Jackson At the time of my visit, the dams were complete and filled with water.

The main dam spillway was not operating but had.been used during recent rains. The downstream toe of the main dam was very wet near the location of the outlet pipe and wet near the middle of the dam alignment.

The ou. fall of the toe drain (in the former Squaw Creek bed) was not flowing hat contained a little stagnant water.

Some erosion was observed on the down-stream face.of the maio dam. On the upstream face of the dam, rip-rap was visible above water level. Most of the rock was hard and unweathered although some boulder size claystone rock had weathered to lumps of clay during the two years that the rip-rap has been in place.

I saw some of the surface monuments and piezometers in the dam and noted one piezometer without a cap.was filled with water.

Since the top of the standpipe was about 15 ft.

above reservoir level, this piezometer probably was not operating correctly.

The SSI dam was exposed about 20 ft. above water.

The rip-rap on both sides was visible and it appeared that as much as 10% of the rock could se degradable claystone.

I also saw some of the surface monuments and piezometers.

There is no traffic permitted across the crest of the SSI dam.

The service water pumphouse was backfilled so the. foundation materials were not visible. However, a trench for fire service water pipes was open and the granular backfill was visible in the trench.

The structural parts of the main plant were almost complete and the cap of Unit 2 was ready for concrete. The. entire plant is about 70% complete.

Thus, foundation excavations were not visible but I saw two small excavatiuns into rock adjacent to the plant.

At the conclusion of the site inspection I informed the applicant that round #2 geotechnical engineering questions would be submitted soon.

COMMANCHE PEAK TRIP REPORT -- OCTOBER 15-16, 1979 On October 15-16, I visited Commanche Peak with the LPM, Spottswood Burwell, and Owen Thompson.

Representing Texas Utilities at the meeting were Bob Lancaster (TUGCO), Chuck Feist (TUSI-Licensing),

Joe Marshall (TUSI-Licensing), Joe Edwards (TUSI-H.P.). We discussed RAB round two questions 331.8-11 which the applicant has seen and were preparing responses for. These questions concerned the following topics:

H.P. personnel qualifications, minimization of corrosion products, shielding of the spent fuel transfer tube, and personnel access controls and traffic flows.

The applicant assured us that he would submit his responses to our Q-2's in the near future.

We discussed some of the design features incorporated into the Commanche Peak plant design that would mitigate the consequences of a inree Mile Island type accident. These features included:

separation of Unit 1&2 sample rooms, adequate space between components for maintenance work, and epoxy resin coatings on floors and walls of rooms where radioactive spills are likely to occur. We later toured the site and saw the health physics areas, radwaste areas, spent fuel transfer tube access points, control room, and other areas of the plant.

We left the site at 2 p.m. on Tuesday the 16th.
