We understand from Ms. J. M. Dawson's telephone conversations with Messrs.
Wolfe and Sanders on October 23, 1979, and Dr. Orendorff on October 30, 1979, you have written our licensing branch for an amendment to allow for personnel changes.
It should be understood that licensable activities are not in accordance with NRC requirements unless and until they are specifically authorized by the NP,C.
Your continued attention to this point is required.
We will review your corrective actions during a future inspection.
