Gentlemen:

Haddam Neck Plant Containment Isolation In Ref erence (1), Connecticut Yankee Atomic Power Company (CYAPCO) provided a detailed discussion regarding the status of implementation of NUREG-0578, Item 2.1.4, Containment Isolation.

Subsequent verbal discussions with the Staff identified the need for the following statement.

CYAPC0 is fully committed to comply with the requirements of Item 2.1.4, Containment Isola tion. As noted in Reference (1), it is not feasible to perform the hardware modifications necessary to comply with the Staf f requirements by January 1, 1980.

Details of the schedular considerations were provided in Reference (1).

Nonetheless, it is CYAPCO's continued determination that the objectives of the Staff requirements are fulfilled by the existence of appropriate pro-cedures and resultant operator action.

Therefore, continued operation is justified until the necessary hardware modifications can be designed and implemented.
