BULLETINS AND ORDER'S TASK FORCE AUDIT OF SMALL-BKEAK LOSS-OF-COOLANT ACCIDENT EMERGENCY PROCEDURES AND OPERATOR RETRAINING This is to confirm our plans to audit certain GE BWR licensees' energency procedures and operator retraining associated with small-break loss-of-coolant accidents. These procedures and operator retraining are based on the small-break loss-of-coolant accident operator guidelines which, as stated in our letter to you dated October 26, 1979, we have approved.

As we have discussed with you and the affected licensees, we plan to sudit the Nine Mile Point 1, FitzPatrick and Dresden 2/3 plants on December 10, 11 and 12, 1979, respectively. We also plan to visit the GE B'r'~ simulator in Morris, Illinois on December 12-13, 1979.

It is our understanding that our audits of these plants will not affect adversely the licensees' abilities to completely implement the emergency procedures and operator retraining by December 31, 1979 as set forth on Page 5 of Enclosure 6 to Darrell G. Eisenhut's letter dated September 13, 1979 to all operating plants.

During our audits, we plan to review such areas as the emergency procedures, the training programs and the operators' awareness of the emergency procedures and their bases.

The audits will be performed by representatives of the Bulletins and Orders Task Force. The cognizant Operating Reactors Project Manager and Inspection and Enforcement Regional / Resident Inspector will also attend the audits.
