STAFFAUDITOFLICENSEEIMPLEMENTATIONbFSMALL-BREAKLOCA GUIDELINES FOR OPERATORS Based on recent discussions with Mr. R. Newton of the Owners' Group and Mr. 3. King of Westinghouse, it is our understanding that the following plants will serve as lead plants for our audit of the implementation of the guidelines for emergency operational procedures regarding small-break LOCA's: Salem Unit 1, North Anna Unit 1, and Haddam Neck. As you know, we approved these guidelines for implementation by all licensees with Westinghouse-designed plants in our letter dated November 5, 1979.

The dates which have been selected for the audits are as folless: Salem Unit 1 - December 10, 1979; North Anna Unit 1 - December 19, 1979; Haddam Neck - December 20, 1979.

In addition to the above audits, we als'o plan to visit the Surry simulator on December 11, 1979 to observe the Surry operators being trained using the recently-approved guidelines with the simulator.

It is our understanding that the dates selected for these audits are mutually agreeable to the licensees involved and will not adversely affect their abil-ity to fully implement the revised procedures by December 31, 1979. We also understand that the procedures will have been sufficiently developed so that we can conduct a meaningful audit.

The audits will be conducted by personnel representing four disciplines:

(1) Operator Licensing, (2) Reactor Systems, (3) Inspection and Enforcement, and (4) Project Management.

During our audits, we plan to review such areas as the emergency procedures, the training programs, and the operators' awareness of the emergency procedures and their~ bases.

In order to expedite the review process, we request that the affected licensees provide us with copies of the revised procedures in a timely manner before our scheduled audit.
