NRC STAFF'S RESPONSE TO MEMORANDUM AND ORDER RELATING TO INTERGRANULAR STRESS CORROSION CRACKING IN STAINLESS STEEL TYPE 304 COMP 0NENTS OF SPENT FUEL STORAGE P0OL On September 14, 1979, the Licensing Board ordered parties to the Zion spent fuel pool modification proceeding to provide affidavits stating the extent to which Stainless Steel type 304 would be present in the modified pool and the effects, if any, which would result from immersion in the pool water.

The NRC Staff response to that Order is attached hereto.

By affidavit, Dr. John R. Weeks states, after review of Applicant's response to the Board's Order, that it is his opinion that any intergranular stress corrosien cracking (IGSCC) which might occur "will be localized and not have a significant effect on the spent fuel storage pool components. An affidavit by Albert Taboada of the Nuclear Regulatory Commission similarly states his opinion that any IGSCC which might occur will not affect spent fuel storage functions.

The Staff would accept Commonwealth Edison Company's commitment to follow water chemistry recommendations made by Dr. Roger Staehle in his affidavit, 1599 253 17 8 180 ad 7913 b

and would not require incorporation of these recommendations as a condition or technical specification of the operating licenses for Zion Station. The question of whether a license amendment to reflect a similar water chemistry program should be required has been answered in the negative by another Atomic Safety and Licensing Board.
