NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-79-25A This preliminarv notification constitutes EARLY notice of an event of POSSIBLE safety or public interest signifi cance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date FACILITY: Virginia Electric nnd Power Company North Anna, Unit Nos. SUBJECT:

SAFETY EUNCTION RESET DESIGN ERRORS This supplements information previously submitted in PNO II-79-25 issued Fovember 7, 1979.

Further review by the licensee has identified several additional systems and components that are affected by the resetting of a safeguards actuation signal.

Specifically, components which are affected by the resetting of the containment depressurization actuation (CDA) signal include the recirculation spray pumps, service water radiation monitor pumps, casing cooling pump, and four service water valves which supply water to the containment recirculation air cooler.

Region II (Atlanta) has learned from Region I (Philadelphia) that the Beaver Valley facility also has similar functions occuring on reset.

The FSAR indicates that no automatic' repositioning takes place upon reset of the safeguards actuation signal. Additional Stone and Webster designed plants, Surry and Maine Yankee, also have equipment which repositions on reset of the actuation signal, although their FSARs do not address this subject. The generic applicability to other architect-engineers is being reviewed. This subject is being discussed with NRR and will be the subject of an audit of Stone and Webster to be conducted by Region II and Region IV.

Media interest is not. expected; neither the licensee nor the NRC plan press releases at.this time. The Coc:monwealth of Virginia has been informed.

Region II (Atlanta) received notification of this additional information by telephone from an onsite inspector at 1:00 p.m. on November 15.
